- The Bureau of Reclamation (BOR) Lower Colorado Region (LCR) has a requirement for the manufacture and installation of a transformer depressurization system for 13 transformers located at Parker Dam powerplant which is 155 miles downstream of Hoover Dam located in San Bernardino County, CA. This transformer depressurization system provides a way for dangerous pressure and gas created during a transformer failure to be vented in pipes in under a second of time thus limiting the possibility of fire, eliminating steel failure, and limiting the chance of a spill of mineral oil into the Colorado River through depressurization of the transformer. This solicitation is set aside for small business concerns. The North American Industry Classification System (NAICS) code for this acquisition is 237130 Power and Communication Line and Related Structures Construction, which has a small business size standard of $36.5 Million. This acquisition will be pursued in accordance with FAR Part 15 and in accordance with the source selection evaluation criteria included in the Request for Proposal (RFP). Award will be made using the Lowest Price Technically Acceptable source selection process. The Government intends to award one firm-fixed-price (FFP) contract as a result of this solicitation, with a required period of performance totaling approximately 394 calendar days after contract award. The magnitude of this construction project is estimated to be between $1,000,000 and $5,000,000. A pre-proposal site visit will be scheduled for all interested parties. Site visit information (e.g. date, time, location) will be provided with the solicitation. It is anticipated that the solicitation, in the form of an RFP, will be issued on or about January 21, 2020. No documents will be available until the solicitation is issued. The solicitation will only be issued electronically via www.Beta.SAM.gov. Offerors should register on Beta.SAM.gov to be included on the offeror list in order to receive notifications pertaining to the solicitation or visit the Beta.SAM.gov website after issuance to download the solicitation and any subsequent amendments. All parties are responsible for checking the Beta.SAM.gov website to ensure that they have the most current information. All dates in this announcement are estimates and are subject to change. The solicitation, once issued, will contain instructions for submitting questions. No questions regarding this acquisition will be accepted or addressed/answered prior to the formal solicitation issuance.
