Description
The U.S. Army Corps of Engineers (USACE), Far East District (POF) intends to modify, on a sole source basis, the Contract No. W912UM-19-C-0006.� The proposed modification is for AE services to assess geotechnical information for an alternative but nearby project site; compare and contrast the current and alternative sites; and provide a recommendation regarding site selection.� The proposed performance period is from January 2020 to February 2020.� This is not a solicitation or pre-solicitation announcement or a request for competitive proposals.� This notice is not to be construed as a commitment by the Government for any purpose other than a market survey.� The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C 2304(c)(1); FAR 6.302-1(a) � Only one responsible source and no other supplies or services will satisfy agency requirements / FAR 6.302-1(a)(2)(iii)(B) � Unacceptable delays in fulfilling the agency�s requirements � and will publish a Justification and Approval document within the time required following award of the action. Interested persons/firms may identify their interest and capability to respond to the requirement or submit proposals. All expressions of interest/capability received within 10 days after date of publication of this synopsis will be considered by the Government.� No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The Agency�s determination not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� The proposed work to be performed falls under the North American Industry Classification (NAICS) code: 541310 � Architectural Services.� All services under the proposed action are located Outside the Continental United States (OCONUS), its Territories and Possessions, therefore, achievement of small business goals is not applicable to this proposed requirement and no consideration will be given to Small Business Programs.� ORIGINAL CONTRACT REQUIREMENT DESCRIPTION (W912UM-19-C-0006): � The Korea Air and Space Operations Center (KAOC) is a planned facility to centralize functions currently located in the existing Hardened Theater Air Control Center and the Korea Combined Operational Intelligence Center at Osan Air Base, Korea.� The KAOC will be a modern command and control air and space operations center that oversees air operations and distributed common ground station weapon systems supporting the U.S. Forces Korea and the U.S. and Korea Combined Forces Command in the defense of the Korean peninsula.�� The design requirement for the proposed KAOC facility incorporates protective threat-based design, which will include multiple Secure Working Areas (SWAs), as well as non-SWAs, electromagnetic pulse protection, TEMPEST protection, chemical biological, radiological collective protection system, �N-1� redundancy system and is ability to operate up to five (5) days endurance period.� The KAOC facility is approximately 700,000 GSF in size that will support 2,400 U.S. and ROK personnel working 24 hours a day� for the endurance period.� Total of six (6) mission areas within the KAOC facility include U.S.-Only Secure Work Area (SWA), U.S.-only Non-SWA, ROK-US SWA and non-SWA, and ROK-only SWA and non-SWA.� The period of performance for the modification will be one month. This sole source modification will allow Jacobs Government Services Company to continue its efforts with the design of the facility and incorporate any changes that may come forth as a result of the alternate site analysis. This notice of intent is not a request for competitive proposals; no solicitation is forthcoming. The determination not to compete this contract modification action is solely within the discretion of the Government.
