Description
This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER to and is not a request for competitive proposals.��The Department of Commerce/NOAA/National Marine Fisheries Service� (NMFS) intends to negotiate with and issue a sole source, firm-fixed price award to University of North Carolina Chapel Hill, North Carolina 27599, under Simplified Acquisition Procedures in accordance with 10 U.S.C 2304 (c) as implemented by FAR 13.106-1(b)(1), only one responsible source, and as authorized by FAR 6.303.� The associated North America Industry Classification System (NAICS) Code is�541380 and the Size Standard is $15M.� Department of Labor Wage Determination 2015-4376 is applicable to this work.� The anticipated award date is January 21, 2020. NEFSC, Woods Hole Massachusetts has a requirement for specific analytical services on Atlantic Cod passive acoustic data and the integration of environmental in ad around Cox�s Ledge.� Expert analysis and reporting in accordance with a statement of work of soniferous fishes (protected and overfished species), will assist in various ongoing studies and environmental determinations on the potential impacts of wind energy development for these suite of animals, with focus on commercial fish species in the Sothern New England area to the effects on spawning dynamics of the Atlantic Cod.� The Government intends to solicit and negotiate with only one source for period of performance of not to exceed September 1, 2023.� This notice of intent is not a request for quotes.� It is for informational purposes only and shall not be construed as a commitment by the Government.� A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government.� Interested firms may identify their interest by providing a capability statement which must show clear and convincing evidence that competition of this requirement would be advantageous to the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� �Interested firms may submit their capability statement no later than Wednesday, January 15, 2020 at 11:00 AM Eastern Standard Time.� Oral communications will not be accepted.
