Description
This is a Presolicitation and a Sources Sought Notice.� This notice is NOT a request for proposal,�invitation for bid, or a request for quote.� This notice is for INFORMATIONAL purposes to make industry aware of the upcoming requirement and for the Government to conduct market research. A response from small businesses is requested as per details provided below (see below section �SOURCES SOUGHT NOTICE�). The USACE Buffalo District is currently preparing a solicitation to award a contract for a project at the Springville Dam site on the Cattaraugus Creek in the Town of Concord, Erie County, New York, approximately 38 miles upstream of Lake Erie.� PROJECT OVERVIEW: Cattaraugus Creek is the one of the largest tributary watersheds to Lake Erie.� The overall goal of the Springville Dam Project is to restore ecological connectivity of the upper Cattaraugus Creek watershed to the downstream areas of the creek and Lake Erie. Currently, the Springville Dam blocks connectivity between the upper and lower sections of the watershed. As a result, many fish and aquatic species are limited to lower quality habitat areas found downstream of the dam and are isolated from high quality habitat upstream of the dam. Springville Dam is also known as Scoby Dam.� The dam spillway is approximately 28-feet high and 182-feet long with a downstream apron roughly 24 feet in length. The dam has an upstream drainage area of approximately 253 square miles. Springville Dam was constructed in the 1920�s for the purpose of hydroelectric power generation. The dam produced electricity until 1997. Currently all power generation capabilities are abandoned without any future plan to revitalize power generation at the dam.� Erie County purchased the site and now uses the area as a riverside park. Currently, fish species are blocked from gaining access to an additional approximate 70 miles of high quality spawning waters upstream of the dam. Other negative effects of this impoundment include altered sediment transport dynamics and loss of riverine hydraulics. These disturbances have resulted in a decline of fish, mussel, and macroinvertebrate species richness and abundance as inferred from a comparison of above vs. below dam conditions. The scope of this project is to implement modification improvements to the existing dam incorporating features that will greatly enhance the growth of the local natural habitat.� Modifications to be made to the existing dam structure include: partial demolition and lowering of the dam height, filling of the intake structure, replacement of dam apron with new apron inclusive of new baffle blocks, and new wing walls.� No modifications to the existing powerhouse are anticipated at this time. Habitat improvement features will include: enhanced fish /aquatic life passageway (FISHWAY), lamprey passage traps, and a pre-engineered steel building FISH SORTING HOUSE. Construction of the project must be performed in the dry.� Diversion structures are needed upstream and downstream of the existing dam to allow for modifications to the existing spillway and placement of the new dam/barrier. TYPE OF CONTRACT AND NAICS: - An IFB (Invitation for Bid) is planned for one (1) Firm-Fixed-Price (FFP) contract. - The North American Industrial - Classification System Code (NAICS) for this effort is 237990 � Other Heavy and Civil Engineering Construction. - Anticipated to be a 100% Small Business Set-Aside competitive procurement. The Contract Duration is anticipated to be five hundred (500) calendar days from Notice to Proceed. The magnitude of this project is expected to be between $4,000,000 and $6,000,000.� Bonding will be required for this project; any offeror shall have the proper capabilities.� The site visit will be announced when the solicitation is issued.� Please be advised that this requirement may be delayed, revised, or cancelled at any time before award. SOLICITATION WEBSITE Note:� Effective November 12th, 2019, FBO.gov is retired and has been replaced by beta.SAM.gov.� A beta.SAM.gov user account is required in order to access additional functionality beyond the basic public search. The official solicitation and any subsequent amendments or updates, when posted, will be available free of charge by electronic posting only and may be found at Contract Opportunities section of beta.SAM.gov (formerly Federal Business Opportunities website), http://www.beta.sam. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the beta.SAM.gov website. Solicitation Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing the solicitation and any amendments by the Government prior to closing.� It is the Offerors responsibility to monitor the website for any amendments or changes to the solicitation. REGISTRATIONS Offerors shall have and shall maintain an active registration in the SYSTEM FOR AWARD MANAGEMENT (SAM) at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror. SOURCES SOUGHT NOTICE This is a sources sought notice only.� This is not an invitation for bid, request for quote or a request for proposal.� USACE Buffalo District intends to determine the extent of capable Firms that are engaged in providing the required resources and services described herein. The responses to this Source Sought Notice will be used for planning purposes for this upcoming procurement. This Sources Sought Notice does not commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. USACE Buffalo District is seeking interested Small Business firms (FAR Part 19) capable of executing the described changes and habitat enhancements to the Springville Dam.� Along with the attached form, firms interested in providing as response to this Sources Sought Notice should limit their response to 5 pages and shall include the following information: - Offeror�s capability to meet the requirements including specific material and equipment - Offeror�s capability to perform a contract of this capability - No more than four (4) examples of completed projects similar scope and complexity within the last five (5) years.� Include a brief description of the project, customer name, timelines of performance, and customer satisfaction.� Also provide a dollar value of the projects and the percentage of the project that was self-performed. - Offeror can provide supplemental information listing previous Government contract experience that is not similar to this work but as a prime contractor listing only the Project title, Government Agency, year completed, and final value of the project. Interested firms shall respond to this Sources Sought no later than 24 January 2020. Email is the preferred method of replying to this synopsis.
