- NASA/Goddard Space Flight Center (GSFC) has a requirement for a follow-on to�Contract NNG15PN95D with B-Line Express for the development and implementation of the data architecture for a relational database that will store various data related to the Sciences and Exploration Directorate (SED) planning and financial activities. The Contractor will continue to maintain the databases that were developed on the previous contract, as well as develop a new database or module to aid in the tracking and management of the SED partnerships portfolio. NASA/GSFC intends to issue a sole-source Request for Proposal (RFP) to B-Line Express. The estimated period of performance of this firm-fixed-price (FFP) follow-on contract will be for a base year with four additional one-year options, resulting in a total possible period of performance of 1 February 2020 to 31 January 2025. B-Line Express is the only organization currently qualified to perform the subject requirement for the following reasons: 1) B-Line Express is the original designer and developer of the software for which the changes, support, and maintenance are being requested; 2) B-Line Express has the source code which is required to develop changes, support updates, and to respond to software errors; 3) No other organization has the permission to access or modify the source code in order to meet the minimum needs of SED; 4) Obtaining replacement software products with similar functionality from other sources for the renewal software would result in disruption to the mission in addition to major software and data conversion costs. Statutory authority for this procurement is 10 U.S.C. 304(c)(1)--Only One Responsible Source. However, organizations that believe they can provide these services without any detrimental impact to the program schedule supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 22 January 2020. Such capabilities/qualifications will be evaluated solely for determining whether to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All responsible sources may submit an offer which shall be considered by the agency. The Government does not intend to acquire a commercial item using FAR Part 12. �An Ombudsman has been appointed.�
