Description
Regional Procurement Office (RPO) - East intends to negotiate on a sole source basis with San Diego Instruments, Inc., 9155 Brown Deer Road, Suite 8, San Diego, CA 92121, to purchase a complete 4-station Rat SR-Lab System for the Augusta VA. This system used to study behaviors following simulated traumatism/fear and is needed to complete the investigator s funded VA Merit Review Project on post traumatic disorder. The following equipment will be purchased: ITEM INFORMATION ITEM NUMBER DESCRIPTION OF SUPPLIES/SERVICES QUANTITY UNIT 0001 SR-LAB SYSTEM with 1 ABS Cabinet, Software, Connection Chassis USB, Large Animal Enclosure, SPC Meter, cables, connectors 1.00 EA 0002 SR-LAB SYSTEM ADDITIONAL TEST STATION with 1 ABS Cabinet, Large Animal Enclosure, cables, connectors 3.00 EA 0003 SR-LAB STANDARIZATION UNIT 1.00 EA 0004 SR-LAB LIGHT BAR CONTROL BOX with intensity control, 4 light bar connections, and BNC cable to connect to digital port on USB control 1.00 EA 0005 SR-LAB LIGHT BAR 4.00 EA 0006 CONFIGURED COMPUTER - LAPTOP with SR-LAB Application and drivers installed and fully tested 1.00 EA Statement of Need The SR LAB System is a system used to study behaviors following simulated traumatism/fear. It is widely used for startle reflex measurement for fear potentiated startle and pre-pulse inhibition testing. It provides a complete hardware and software solution for a wide variety of startle applications. It can adapt up to 16 stations for large subject groups. It is friendly used by non-specialist to the sophisticated behaviors. The investigator who is studying post traumatic disorder needs it to complete her funded VA Merit Review Project. Technical Requirements Equipment must: Be able to analyze behavior and can be expanded to 16 animal studies at a time Include at least one workstation computer that contains the appropriate software for generation and analysis of the data Vendor must provide technical support for equipment problems, within 1 business day, 3 business days for software/training questions This notice of intent is not a request for competitive proposals. Any responsible sources who wish to identify their interest and capability to provide this equipment or equipment that is compatible must notify this Contracting Specialist at millicent.covert@va.gov NLT Thursday, January 16, 2020 by 11:59 AM EST. Telephone responses will not be accepted. Upon receipt of the interested parties' notification, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations.
