Description
The National Oceanic & Atmospheric Administration�s (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1)( i ), with the Bruker Scientific, LLC, 40 Manning Road, Billerica, MA 01821 for Bruker Fourier transform-near Infrared spectrometer (FT-NIRS) research grade multi-purpose analyzer (MPA). The sole source determination is based on NOAA�s National Marine Fisheries Service (NMFS), Alaska Fisheries Science Center�s (AFSC) project requires the purchase of a Bruker Fourier transform-near Infrared spectrometer (FT-NIRS) research grade multi-purpose analyzer (MPA) for the use in otolith ageing.� FT-NIR spectroscopy applied to the estimation of fish otoliths is expected to generate ages for fish stock assessments at 10x the rate of traditional ageing methods.� The contract type will be sole source with a compatibility requirement to existing systems or equipment. The MPA spectrometer is only available from Bruker with orders placed through a regional sales representative. Last year the AFSC, Age and Growth Laboratory scientists have adapted this technology for the estimation of fish ages from otoliths that are used in stock assessments to support fisheries management. This initial work was developed using a Bruker FT-NIRS instruments, the Tango R and MPA II, currently in use at the AFSC, Age and Growth Laboratory.� The Bruker�s FT-NIR spectrometers are unique in that they use: 1) Fourier transform of the spectral data and 2) a single channel reflectance receptacle and integrating sphere for data acquisition.� �The Bruker MPA uses the same proprietary software for data acquisition and analysis as that of the Tango R and MPA II, which are already in operation at our laboratory.� Data and model products, such as calibration models used for production sample age estimation, are directly and seamlessly transferable between all Bruker�s FT-NIR spectrometers.� This is critical to maintain the same quality control and prediction accuracy for age data estimation in the laboratory.� This would not be possible from an instrument from another manufacturer.� Finally, data products from these instruments will be used in fish stock assessments to support a multi-billion dollar industry in Alaskan waters and using instruments from different manufacturers increases the likelihood of errors, and therefore risk to the economy.� Delivery is four (4) weeks. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
