- TO ALL INTERESTED PARTIES: �Federal Correctional Complex (FCC), Allenwood, Pennsylvania, is posting a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; offers are being requested. The solicitation number is 15B20120Q00000008 and this solicitation is issued as a Request for Quote (RFQ).�� PLEASE READ THROUGH ITS ENTIRETY. Solicitation is for PASSOVER meal.� ��ALL ITEMS MUST BE MARKED �KOSHER FOR PASSOVER.� Solicitation is a 100 % small business set aside. The NAICS for this requirement is 311999. TERMS OF DELIVERY ARE F.O.B. DESTINATION TO:� FCC Allenwood, State Rt. 15, 2 miles North of Allenwood, Allenwood PA 17810 with expected delivery of all awarded items during 24 February, 2020 unless otherwise specified on product specification section.� Any items shipped before or after the required delivery time-frame will be returned at vendor�s expense. Upon Award, the Food Service Warehouse Building must be contacted prior to delivery for approval or adjustments in delivery schedule.��� Quoter(s) are advised the government reserves the right to make single or multiple awards. The Government will award to the responsible quoter(s) whose quote, is conforming to the solicitation.�� This Combined Synopsis Solicitation will be awarded on a ALL or NONE basis.� The following criteria will be used to evaluate the offers: 1 - Price 2 - Past Performance to include timeliness of delivery, providing correct product as specified, meeting quoted specifications, completing order as awarded/quoted, quality of items provided, and providing the correct quantity of items awarded. 3 - Technically Acceptable Item Past performance is significantly more important than price and non-price related factors.� Award will be based on the best value to the Government considering the evaluation factors listed above.� Best value may be determined using tradeoffs among the evaluation factors, so that award may be made to other than the lowest-priced offer.� Vendors who submit an offer concurs that delivery date can be met, unless otherwise noted. DO NOT CHANGE CASE COUNTS.� YOUR OFFER WILL NOT BE CONSIDERED. ALL BIDS MUST BE CLEAR (type if necessary). SUBSTITUTIONS TO SPECIFICATIONS IN LINE ITEMS ARE PROHIBITED �����(ex., SIZES, CASE COUNTS).�� CHANGES TO SPECIFICATIONS WILL NOT BE EVALUTED AND THEREFORE, NOT CONSIDERED FOR AWARD.� THE GOVERNMENT RESERVES THE RIGHT UPON INSPECTION TO REJECT ITEMS IF THEY ARE DAMAGED OR NOT TO THE SPECIFICATIONS AS LISTED IN THE SOCLITATION.� ALL BIDS MUST MEET SPECIFICATIONS! All items will be closely inspected. Receipt of delivery may be conditional for a period of three (3) days in order to allow for adequate examination and testing. Rejected deliveries in whole or part will be returned at the offeror�s expense. Rejected items failed to be picked up within two weeks will be disposed of by warehouse staff. Delivery times are 630 AM to 230 PM Monday - Friday (Excluding Federal Holidays) Items designated as weekly delivery will be designated a delivery day Monday thru Friday at time of award. Deliveries will be palletized according to institution as shown on the weekly order form, and contents of each pallet labeled. Invoicing Instructions: Invoice only items that have been delivered. Invoiced items need to match items, and units of measure as shown on the purchase order. Invoices that do not match the purchase order will be returned and payment may be delayed. For Bid consideration for any Kosher Items offered, follow the Certified Religious Diet Specifications Quote Sheet in this solicitation.� The completed package should be returned no later than 12:00 P.M. EST, January 19, 2020. Vendors shall submit signed and dated offers to Andrea Gavitt, Contracting Officer by email amgavitt@bop.gov (only), No Fax, nor mail in will be accepted. ��Please include your TELEPHONE Number, e- mail address AND DUNS.
