Description
The Department of Veterans Affairs is looking for firms that are classified under one or more of the following SBA programs: SDVOSB, and/or VOSB. The firm must be a General Construction Firm with an approved NAICS Code 238910, Small Business Size Standard of $15 million. Project 657-313H Campus Demolition and Paving. The scope includes, but is not limited to abatement and removal and disposal of asbestos or other hazardous materials to facilitate demolition of buildings or modifications or connections to utility systems; demolition and removal of existing Buildings 61 and 63 and individual area site improvements including features above and below ground; earth and site work, including excavation, fill and disposal of surplus excavated earth or other material; shoring and protection of existing construction to remain or as otherwise required to implement the contractor s means and methods; abandonment, removal and/or relocation of existing underground utilities; removal and disposal of existing fencing; installation of new underground utilities, perimeter fencing, infrastructure, pavements for roadways and parking, and all other incidental related work necessary to complete construction of new campus utilities, parking, roadways, pavement markings, walkways, signage, lighting, landscaping, and related site improvements as detailed in the contract documents. The Contractor shall also provide a contractor Quality Control system; laboratory and field testing, inspections and systems testing; a safety program with regular inspection and reporting; and a baseline resource loaded construction schedule with recurring schedule updates. The contract scope shall be executed in accordance with the drawings and specifications and other requirements of the contract documents. Additionally, in accordance with FAR 52.219-27(d)(4) Notice of Service-Disabled Veteran-Owned Small Business Set-Aside, at least 25 percent of the cost of the contract performance incurred for personnel will be spent on the concern s employees or the employees of other service-disabled veteran-owned small business concerns. At this time, no solicitation exists; therefore, do not request a solicitation. SDVOSB and VOSB Business Contractors and vendors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. In order for your response to be considered, at the time of response to this sources sought notice the contractor shall represent to the contracting officer that it is a SDVOSB or VOSB listed as verified in VIP database at: https://www.vip.vetbiz.va.gov. Responses shall include the following information: 1. Company Name 2. Address 3. Point of Contact 4. Phone number and e-mail address 5. DUNS 6. Business size determination and qualifying Small Business status 7. At the time of response to this sources sought notice the contractor shall represent to the contracting officer that it is an VOSB/SDVOSB listed as verified in VIP database at: https://www.vip.vetbiz.va.gov. 8. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm s capabilities and experience to perform the above described tasks. The capability statement is not to exceed 5 pages. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does NOT constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. VOSB/SDVOSB concerns failing to respond to this add will not be precluded from responding to the solicitation. Note that this is not a Request for Proposal and the Government is seeking information for market research purposes only. The Government may or may not issue solicitation documents.
