Description

Prior to 1 May 2020, the Marine Corps Installations Pacific Regional Contracting Office - Hawaii (""RCO-Hawaii"") intends to solicit and award a sole-source bridge contract under the authority of 10 U.S.C. 2304(c)(1), as set forth in FAR 6.302-1, Only one responsible source and no other supplies or services wlil satisfy agency requirements.�� Award will be to incumbent Hawaii Department of Human Services (""Ho'Opono""), the state licensing agency under the Randolph-Sheppard Act (""RSA"").� The anticipated period of performance will be two months, from approximately 1 MAR 2020 - 30 APR 2020.� Services to be obtained are management and mess hall attendant� services (""M&MA"") at Marine Corps Base Hawaii Anderson Hall and satellite dining facilities.� The award to Ho'Opono will set an 18% subcontracting goal. RCO-Hawaii previously competed this requirement as an RSA priority /�8(a) Small Business Set Aside under RFP M00318-17-R-0003, and award was made to an 8(a) vendor.� RCO-Hawaii is enjoined by court order from implementing the competitive award and must maintain Ho'Opono as its M&MA vendor pending final outcome of RSA arbitration or lifting of the preliminary injunction.� See attached justification and approval for additional information.� This notice of intent is NOT a request for proposals.��In accordance with DFARS PGI 206.302-1(d), RCO-Hawaii posted an RFI to beta.SAM.gov (Notice ID M00318-20-R-00xx), however, responses will not be considered while RCO-Hawaii is enjoined from awarding to other than Ho'Opono.� �All questions regarding this procurement should be submitted in writing to contract specialist Erin Eslinger at erin.eslinger@usmc.mil.�
