- Description
- The Office of Acquisition and Agreements Management (OAAM), Acquisition Management Division (AMD) of the National Institute of Standards and Technology (NIST), on behalf of the Material Measurement Laboratory (MML), intends to negotiate on a sole source basis, under the authority of FAR 13, with JEOL USA, Inc. of Peabody, NY, to acquire a comprehensive maintenance agreement. The general mission of the Materials Measurement Science Division (MMSD) of the Material Measurement Laboratory (MML) at the National Institute of Standards and Technology (NIST) is to provide research, reference materials, and data to support accurate and selective analysis of microscopic particles and surfaces including the spatial distribution of chemical species relevant to industrial, environmental, and biological processes.� Nanoscale imaging and microanalysis of materials is one of the main research topics.� The NIST owned JEOL field emission electron microprobe, JXA-8500F, is a critical component of several NIST and other agency support projects, requires maintenance services to maintain the manufacturer specifications. The total period of performance for maintenance shall be a base period of one-year and two one-year option periods. The NAICS code for this requirement is 811219 and the small business size standard is $20.5. Sole source determination is based on the following: Market research revealed that JEOL USA, Inc. is the only source that can provide a commercially available service maintenance agreement that meets NIST�s minimum need by providing two preventative maintenance visits per year returning the microprobe to manufacturer�s specifications and an unlimited number of service calls in the event of instrument failure which require immediate repair. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by January 17, 2020 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
