- HOOPER DAIRY ROAD WORK 2020: The BLM office in Belle Fourche, South Dakota has a requirement to furnish labor, equipment, supplies and materials to re-establish road typical section, grade, clean ditches and restore embankments on 2.2 lane miles of road; provide adequate soil moisture as appropriate; and furnish, spread and compact Crushed Aggregate Base Course on two road segments as awarded. All specifications, requirements, drawings etc. will be included in the solicitation which is anticipated to be posted on/about January 29, 2020. Response date for the quotes will be on/about March 2, 2020. Work under this contract is located in Meade County South Dakota. Work is anticipated to start around April 1, 2020. Contractor shall have 90 days from Notice to Proceed to complete the project. The North American Industry Classification System (NAICS) Code for this procurement is 238990. This is a total set aside for Small Business Concerns. The small business size standard is $16.5 million. Estimated price range is between $25,000 and $250,000. A 100% payment protection will be required for contracts greater than $30,000. Payment protection shall be due within 10 days upon notification of our intent to make award. Prospective contractors shall be registered System Award Management (SAM) prior to award. Lack of registration in the SAM database or failure to submit all required quote information as identified in the upcoming solicitation may make an quotor ineligible for award. Information on SAM can be found online at www.beta.sam.gov. All questions regarding this requirement must be submitted in writing to rundlin@blm.gov at least seven business days before closing. Quote packages shall be submitted electronically at www.fedconnect.net unless other arrangements are made with the Contracting Officer. There is no site tour scheduled. However, quoters are urged and expected to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
