Description
Project Description: The United States Army Corps of Engineers (USACE) Baltimore District intends to award a firm-fixed-price contract utilizing the Best Value Tradeoff Source Selection Procedures. Based on the evaluation factors provided in the solicitation, competitive proposals will be analyzed to determine the best value for the Government. The project will move USAMRAA administrative activities into a new facility and include the demolition of existing buildings on an approved site located in Frederick, Maryland. The research acquisition facility project provides a centralized 55,315 SF facility and eliminates four 70-year old buildings (circa 1945) and two temporary facilities with an estimated 15 interconnected 40-year old trailers. �The new facility will provide a modern acquisition working environment that will eliminate the current shortfall of 20,000 SF for the staff of 230 including scientists, acquisition contract officers, and support personnel.� The staff of research acquisition program analysts are currently dispersed across these obsolete and undersized facilities which do not provide sufficient workspaces to efficiently develop and acquire materials for the global Army Medical Research effort including National Security Biological Protection Programs and Special Congressionally-Funded Initiatives tied to disease outbreaks and Department of Defense (DoD) efforts to assist in management of world health epidemics. The contractor will be required to construct a multi-story Medical Research Acquisition Building with a hardened exterior envelop. The project will provide administrative and support spaces.� The existing facilities will be demolished.� Supporting facilities include utilities, communications, site improvements, parking, special foundation, hazardous material abatement, swing space, environmental protection measures, and buy-out of two Utility Energy Service Contract gas/steam sheds.� The project will be designed in accordance with Unified Facilities Criteria (UFC) 1-200-01 General Building Requirements, UFC 1-200-02 High Performance and Sustainable Building Requirements, UFC 4-010-01 DoD Minimum Antiterrorism Standards for Buildings and barrier free design in accordance with the Architectural Barriers Act (ABA) Accessibility Standard DEPSECDEF Memorandum �Access for People with Disabilities.� Operations and Maintenance Manuals and designs during construction will be provided.� The North American Industry Classification System (NAICS) code for this procurement is NAICS Code 236220, Commercial and Institutional Building Construction. In accordance with DFARS 236.204 the magnitude of construction is between $25,000,000 and $50,000,000. The construction duration will be approximately 640 calendar days.� This solicitation will be available on or about 27 January 2020.
