Description
Construction - Replacement of building 4 at the USGS' Idaho Water Science Center in Boise, ID The U.S. Geological Survey (USGS), Forest and Rangeland Ecosystems Science Center's (FRESC's) Snake River Field Station (SRFS) is relocating from the campus of Boise State University in Boise, ID to the Idaho Water Science Center (IDWSC), which is federal property also in Boise, ID, located at 230 N Collins Rd. Existing approximately 3,600 gross square feet (GSF) building 4 at IDWSC will be demolished and a new approximately 7,750 GSF combination office/laboratory building will be built in the same location. The project scope will include site work, employee parking and landscaping. Slichter Ugrin Architecture of Boise, ID is the designer of record. All relevant project documents will be made available electronically to interested parties at no charge with the Invitation for Bids (IFB). We expect the IFB to be available in late January 2020 with a tentative bid due date of Friday, 03/13/2020. A site visit opportunity is tentatively scheduled for Monday, 02/10/2020, and prospective contractors are urged and expected to inspect the site where work will be performed. The period of performance is expected to be ten (10) months from issuance of the notice to proceed. The estimated magnitude of this project is between $1M and $5M. The Construction Wage Requirements Statute (prevailing wage, formerly Davis-Bacon Act) will apply. A bid bond will be required with all bids. The successful contractor will be required to obtain performance and payment bonds before being given the notice to proceed. We intend to award a firm-fixed price contract in accordance with the procedures of Federal Acquisition Regulation (FAR) Parts 14 (sealed bidding) and 36 (construction and architect-engineer contracts.) The bid schedule will include several additive alternates. The applicable product/service code is Y1AA, ""construction of office buildings."" The applicable NAICS code is 236220, ""commercial and institutional building construction,"" size standard $39.5M. This acquisition is reserved exclusively for participation by small business concerns. Prospective contractors do not need to respond to this presolicitation notice.
