- Pre-Solicitation Notice of Intent to Sole Source Pre-solicitation Synopsis, Notice of Intent to Award a Sole Source Contract. This is not a Solicitation. The Department of Veterans Affairs, Veterans Healthcare Administration, Network Contracting Office 1 (NCO1) intends to negotiate a sole source Firm-Fixed-Price contract for a 12-month base and (4) annual option years IAW Federal Acquisition Regulation (FAR) 13.106-1(B)(1)(i), soliciting from limited sources to satisfy agency requirements., as supplemented with additional information in this notice. The contract will be awarded to Diasorin Molecular LLC, IAW FAR 6.302-1, Market research was previously conducted, and it has been determined that Diasorin Molecular LLC is the sole source that can meet the Government s requirements for Reagents and Consumables for Herpes and Cytomegalovirus PCR Testing. The intent is to contract for Base year of March 1, 2020 through February 28,2021 with four option years. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a capability statement which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services within fifteen (15) days or by January 25, 2020 at 4:00p.m. Responses should be sent to Thomas. Neubelt @va.gov of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Product Description: It is the intent of the Department of Veterans Affairs, VA Connecticut Healthcare System, (herein afterwards referred to as VA Connecticut), to establish a Firm-Fixed-Price Blanket Purchase Agreement (BPA) for kits, controls and other ancillaries required for qualitative and quantitative PCR testing for Herpes Simplex Virus (HSV), Varicella Zoster (VZV), Cytomegalovirus (CMV), and Flu A/B & RSV in the Virology Department. The supplies and services required for this contract is available from only one responsible source and no other type of organization can satisfy the agency requirement IAW (FAR) 13.106-1(B)(1)(i), soliciting from limited sources to satisfy agency requirements.
