Description

The U.S. Trade and Development Agency (""USTDA"") is a foreign assistance agency that delivers its program commitments through grants and contracts. The projects supported by USTDA activities represent strong and measurable development priorities in the host country and offer opportunities for the sale of U.S. goods and services. Requests for USTDA assistance are made by either public or private sector project sponsors for implementation in developing and middle-income countries. USTDA requires services under this non-personal services Definitional Mission (""DM"") contract to develop a series of project opportunity resource guides (""Resource Guide Series"") profiling priority information and communications technology (""ICT"") sector infrastructure projects in selected countries in the Latin America and Caribbean (""LAC"") region. The projects to be profiled shall be those ICT sector infrastructure projects in LAC region that present strong commercial opportunities for U.S. companies. This request for commercial item prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12 as supplemented with additional information included in this notice. This announcement constitutes the only RFP; offers are being requested and written solicitation will not be issued. This solicitation is being issued IAW FAR 15.203. The Government will offer one award resulting from this solicitation to the offeror who is deemed responsible and is determined, based on the evaluation factors and sub factors, to represent the best value to the Government. This procurement is a 100 percent set-aside for Small Business under NAICS Code 541690. Award is limited to U.S. Firms or U.S. individuals. Contractor and U.S. subcontractor employees used shall be either U.S. citizens on non-U.S. citizens lawfully admitted for permanent residence in the United States. Contractor use of subcontractors is limited to less than fifty percent of the proposed price. International transportation and insurance must have their nationality; source and origin in the U.S., local lodging, food and transportation in the host country are not subject to this restriction.
