All changes made by the Following Government responses on the Continuation Page hereby amends the terms of the solicitation. Robert Wilson Contracting Officer VA-OPA-2019-2ED5F4D Page 2 of 2 CONTINUATION PAGE QUESTIONS AND ANSWERS Q1. Is it the intention of the SAC to request a fully integrated therapeutic hypothermia package through this solicitation? GOVERNMENT REPONSE No, not for this requirement. This is a non-invasive solution which is the most common method currently used in the VA today. Q2. If so, this RFQ is only requesting Surface temperature management and there is no provision for an intravascular solution. Would the SAC consider including both surface and intravascular temperature management devices within one solicitation? GOVERNMENT REPONSE The VA has determined that the current technical requirements for Patient Temperature Management Systems meets the needs of Government. Vendors are also encouraged to submit an equal brand product which meets and/or exceeds the salient characteristic and Contract Line Items. The Government will determine if any added feature will be beneficial during evaluations. Q3. Do the respondents need to have the device and accessories on their FSS schedule in order to respond? GOVERNMENT REPONSE No, the contract will be awarded in the open market therefore, no Federal Schedule Pricing is required. Q4. Will an SDVOSB be afforded the veteran's advantage when considering award? GOVERNMENT REPONSE No, there is no evaluation preference for Service-Disabled Veteran Owned Small Business/ Veteran Owned Small Business. The evaluation preference for this solicitation is provided in Attachment D Patient Temperature Management Systems - Contract Clause as follows: Federal Acquisition Regulation 52.219-4 52.219-4, Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Oct 2014) (if the offeror elects to waive the preference, it shall so indicate in its offer) (15 U.S.C. 657a). VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING MONITORING AND COMPLIANCE (JUL 2018) Q5. According to the solicitation the Government will assign evaluation credit for an Offeror (prime contractor) which is a Service Disabled Veteran Owned Small Business (SDVOSB) or a Veteran Owned Small Business (VOSB). How will the SDVOSB credit help their evaluation? GOVERNMENT REPONSE Please see the response to question 4 above. Also, there is no evaluation preference for Service-Disabled Veteran Owned Small Business/ Veteran Owned Small Business. There will be no additional credit added to a quote from a SDVOSB/VOSB. Q6. There is no requirement for training in this solicitation. Would the SAC consider including a training component? GOVERNMENT REPONSE This national requirement is for a surface type system which does not require additional training. Therefore, it will not be added to this requirement.
