Lancaster Rd, Dallas, TX 75216, purchase request 549-20-1-115-0010 Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Pathology and Laboratory Medicine program office has an immediate need for reference laboratory testing services at VANTHCS. The contractor shall provide reference laboratory testing services to include specimen analysis, reporting of analytic results, and consultation regarding selection, collection, transportation and result interpretation. The value of this procurement is calculated at $212,499.99 for 3 months Period of performance: Jan 1, 2020 thru March 31, 2020. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: UTSW currently provides unique, specific specialized laboratory testing not performed at the VANTHCS P&LM program office. Tests, parameters and menus have been built into the VISTA system specifically for the reference laboratory testing services provided by UTSW. VANTHCS physicians rely on this information to make critical clinical decisions for Veteran patient diagnoses. The analytical use of laboratory tests or assays is based on methods, reference ranges and physician input. It would be clinically inappropriate to change reference ranges or methods without a provisional period where crossover to obtain validation can occur; For example, the technical processes of changing and ensuring that tests, ranges, methods, logical observation identifiers names and codes in the VA lab packages (IFCAP and CPRS) at a minimum are critical for the performance of the test results Without adequate medical laboratory testing services for VANTHCS the medical facility would be unable to provide diagnosis, and therefore treatment, to Veteran patients requiring medical care. Adverse outcomes would be unavoidable as a result of a lapse in the continuity of services between VANTHCS and UTSW. UTSW is located within a 10-mile radius from VANTHCS and can accommodate time sensitive specimen and stat test requests that are hand delivered by VANTHCS staff. UTSW is uniquely situated to provide the subject reference laboratory testing services for VANTHCS on an immediate basis. Delays in award would cause substantial injury to the healthcare delivery capabilities of the Government. After all said above, there were two SDBOSBs who filed respective protests against each publicized VA Ref Lab RFQs and claimed capable of providing the reference lab tests therefore requested set aside. Once our VA legal council clarifies the protest, the solicitation will be carried out on FBO based on open market competition strategy to enable SDVOSB, Small and Large labs to respond. Description of market research conducted and results or statement why it was not conducted: Market research has been conducted extensively during the 2019 protest season. The conclusion was that there are one or two SDVOSB, one Small business and two Large businesses who expressed interests to provide the requirements. The solicitation will resume once legal council resolved the protest by a SDVOSB. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
