Description

THIS IS A PRESOLICITATION NOTICE ONLY FOR CONSTRUCTION OF A RIVER BALING DECK AT CHENA RIVER FLOOD CONTROL PROJECT, NORTH POLE, ALASKA. OFFEROR PROPOSALS WILL NOT BE ACCEPTED FOR THIS NOTICE. This solicitation will be a Small Business Set-Aside procurement. Any resulting contract will be firm-fixed priced. The solicitation for this project will be available by INTERNET ACCESS ONLY and will be available for download on or about 3 February 2020. Access to the documents will be through a link on the Beta Sam website https://beta.sam.gov/. Use the Contract Opportunities search function and use this solicitation number to Search by Solicitation Number. Any future amendments to the solicitation will also be available for download from the Beta Sam website. This project is contingent on availability of funds.� If the project is cancelled, all bid/proposal preparation costs will be borne by the offeror.� All offerors are advised that they must be registered in SAM (https://www.sam.gov/) in order to receive an award.� Joint ventures must also be registered in SAM as a joint venture.� We advise offerors to begin this process when they prepare their bid/proposal in order to ensure registration is in place should they be selected for award.� DESCRIPTION OF WORK:� The project is to construct a river debris baling deck at the Chena River Lakes Flood Control Project near North Pole, Alaska.� The baling deck will be located on the north bank of the Chena River upstream of the Moose Creek Dam and will support a lattice boom crawler crane for the removal of debris (trees and stumps) trapped at the gates of the dam.� The proposed improvements will allow the crane operator to have visibility of the work area and will provide maneuvering room to set down the removed debris in piles for cutting.� The baling deck will be a cellular sheet pile structure consisting of three cells (50 feet diameter each) with a nominal overall footprint of 157� x 50�and working area of approximately 140� x 40�.� Sheet pile material for the closed cells and cell backfill material will be furnished by the Government. The Contractor shall furnish all labor, equipment, supplies, materials (except sheet pile and fill material), supervision and other items and/or services necessary to accomplish the work.� Estimated award date of the contract is March 2020 with an estimated completion date of October 2020.� Construction wage rates (Davis-Bacon Act) will apply. The applicable North American Industry Classification System (NAICS) code is 237990, Heavy and Other Civil Construction, and the related size standard is $39.5 Million.� The estimated dollar magnitude of this project is $1M-$5M. The requirement for the submission of both performance and payment bonds, in an amount equivalent to 100% of the award price shall be applicable.� Therefore, the successful firm shall have the capability to acquire such bonding.
