- Pre-solicitation N40085-20-R-2103 Ballistic Glazing (Glass) Building 7315 Camp Porter, Recruit Training Command Naval Station Great Lakes, IL 1. �Pre-Solicitation/Synopsis Notification 2. �Date - 15 January 2020 3.� FY20 4.� Contracting Office Code - 60088 5.� Product Service Code - Z2CA 6.� NAVFAC Mid-Atlantic, Acquisition Division, 310 Seabee Way Building 1H, Great Lakes, IL 60088-2814 7. �Ballistic Glazing (Glass) Replacement 8. N40085-20-R-2103 9. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this notice is to identify potential offerors for this Government need. �Contractor shall provide all labor, material, equipment, supervision, disposal necessary to remove, modify and install new upgraded ballistic glazing observation windows inside both small arms gun ranges at USS Wisconsin (Building 7315) Camp Porter, Recruit Training Command (RTC) facility. The existing ballistic glazing is degraded, pitting and cracking in various areas throughout the firing range. A UL7 specifications upgrade to the glazing and supported frames are necessary for the safety of the recruits, training officials and individuals required to work/operate inside the facility. Market research establishes that the Government need cannot be met by the type of item or service customarily available in the market place, therefore, the acquisition shall not be procured using the policies and procedures in FAR Part 12. The Government does not intend to use FAR Part 12 for the acquisition, as outline in FAR 10.002(d)(2). Procurement Method: Contracting by Negotiation This is NOT a solicitation but a synopsis notification. NAICS Code for this procurement is 238150 � Glass and Glazing Contractors and the annual size standard is $16,500,000. Estimated Cost $250,000 to $500,000. The period of performance will be not exceed 120 days from award date. The Solicitation will be posted on, or around 6 February 2020. The proposed contract listed here is 100 percent small business set-aside.� The Government will only accept offers from small business concerns. This is a new procurement.� It does not replace an existing contract.� No prior contract information exists.� 10. �Place of Performance �Building 7315 onboard Naval Station Great Lakes, Illinois. 11.� This procurement is set aside to Small Businesses only. ALL OTHER OFFERS WILL BE REJECTED. A sources sought notice N4008520R2103 for this procurement was originally posted 05 December 2019 on beta.Sam.gov, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms. As a result of the market research analysis, a determination was made to set aside this procurement to a Small Business on an unrestricted basis inviting full and open competition.
