Description
The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) has a requirement to install a new avionics suite on the United States Government's owned C-27J Spartan, Joint Cargo Aircraft (JCA), manufactured by Leonardo S.p.A. located at multiple locations within the Contiguous United States (CONUS). The required Cockpit upgrade activity includes but is not limited to Original Equipment Manufacturer (OEM) repairs, depot level maintenance actions and cockpit Line Repairable Unit (LRU) replacements to meet Federal Aviation Administration (FAA) 2020 mandate, and general safety and operational improvements.� The Government requirement includes commonality with other C-27J Joint Cargo Aircraft operators to reduce overall lifecycle costs and avoid a USSOCOM unique aircraft configuration.� The supplier has responsibility for obtaining airworthiness approvals from recognized airworthiness authorities in accordance with Army Regulation 70-62 for adoption by USSOCOM. This indefinite delivery indefinite quantity (IDIQ) contract is expected to begin on 01 Sept 2020 with one five year ordering period to end on or about 31 July 2025. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, Leonardo S.p.A. Piazza Monte Grappa, 4, 00195 Roma, Italy, under the authority of 10 U.S.C. �2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government possesses neither the required level of engineering nor the software documentation necessary to complete the above tasks. Leonardo S.p.A owns all proprietary data rights to these systems and is not currently receptive to the concept of selling these data rights to the Government or competitors, necessitating sole source negotiation and award. Sources that feel they can meet the Government�s requirements are encouraged to identify themselves and provide a detailed statement of capability of �meeting USSOCOM requirements for commonality and achieving airworthiness through recognized authorities without access to this technical data, software and software documentation. The Government will consider all detailed capability statements received by the date specified in this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide a statement of interest along with supporting detailed capability statement to Ms. Stacey Walker via email at Stacey.n.walker2.civ@mail.mil no later than 11:00 am Eastern Time on 17 February 2020.
