- Synopsis: The Transportation Security Administration (TSA) intends to establish a Qualified Products List (QPL) for Advanced Imaging Technology (AIT) systems in accordance with FAR 9.205. This announcement provides an overview of the Qualification Process required by TSA for AIT systems. The Qualification Process is the means by which the performance of products is evaluated against requirements. Only vendors that successfully meet the requirements are added to the QPL. The Government will only accept submissions upon the posting of Functional Categories, Tracks and Windows (fully described and defined in Attachment A- Advanced Imaging Technology Qualified Products List Overview - 70T040AITQPL), which will be posted as an amendment to this Contract Opportunities (beta.SAM.gov) announcement. At this time, it is unknown when additional Functional Categories will be open, but TSA intends to post all information under this Contract Opportunities (beta.SAM.gov) announcement. For complete details of this QPL, see Attachment A- Advanced Imaging Technology Qualified Products List Overview - 70T040AITQPL. Overview: AIT systems provide Transportation Security Officers (TSOs) additional threat detection capabilities to locate potential threats concealed from view on a passenger.� TSA will establish a Qualification Process for AIT systems, which is detailed in Attachment A- Advanced Imaging Technology Qualified Products List Overview - 70T040AITQPL. Once a system passes testing as required by the level of qualification as defined in the Qualification Management Plan, and the system receives a favorable production decision, as defined in the latest version of the DHS Instruction 102-01-001 Acquisition Management Instruction, the vendor�s system will be added to the AIT QPL.� The AIT QPL will be posted on Contact Opportunities (beta.SAM.gov) by the Contracting Officer.� In addition, the QPL serves as the official notice regarding system qualification.� The AIT QPL will detail the qualified systems under each specific Functional Category and each specific Track.� No contract will be awarded for the qualification of a system. When a procurement need is identified, Contracting Officers may solicit, compete, and award contracts under specific QPL Functional Categories / Tracks. Please see Attachment A for more detailed information. General Information: The following is both general information and information required as per FAR 9.205. The information below does not provide the entire qualification process. For complete details, please see Attachment A. All instructions for submissions will be posted under a Functional Category /Track /Window. When a product is submitted for qualification testing, the applicant must furnish any specific information that may be requested of the manufacturer before testing will begin. Please see Attachment A for more detailed information. At the completion of each step, as defined in Attachment A, the TSA will provide the vendor formal notification and test results in writing. Verbal discussions of results may be conducted if determined to be necessary. This announcement is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This announcement does not commit the Government to pay any costs incurred in the submission of responses. Solicitation: AIT Functional Category 1 / Track 0 / Window 1 is hereby being opened to request Qualification Verification Packages (QVPs) for TSA AITs. Functional Category 1 / Track 0 / Window 1 requires successful completion of all of the steps outline in the AIT QPL overview document, Attachment A. Additional information regarding the submission can be found in Attachment B � AIT RFQVP, Functional Category 1 / Track 0 / Window 1. Functional Category 1 / Track 0 / Window 1 will close on April 13, 2020 at 3:00 PM EST. QVPs can be submitted at any time during an open Window period, but a complete QVP package must be submitted no later than April 13, 2020 3:00 pm EST.� It is the vendor�s responsibility to verify receipt of the QVP with the QPL Contracting Officer and Contract Specialist. Late submissions will not be considered. Potential vendors must obtain specific authorization in order to obtain the requirement documents. All of the instructions for requesting the requirement documents can be found in Attachment B - AIT RFQVP, Functional Category 1 / Track 0 / Window 1. Vendors are required to submit their SSI vetting request to review the applicable requirements documents no later than January 27, 2020 at 3:00 PM EST. Vendors requesting SSI vetting after this time must obtain prior approval from the Contracting Officer.
