CONTRACT NUMBER: �FA4610-15-P-0018 DESCRIPTION: �NOTICE OF INTENT TO AWARD SOLE SOURCE The 30th Contracting Squadron (30 CONS) at Vandenberg AFB, CA intends to extend the existing Industrial Equipment Maintenance contract, with Emrick Machine Tool Rebuilding Inc., on a sole-source basis from 01 Mar 2020 �through 30 Sep 2020. �(Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). �The Government contemplates the proposed extension to consist of one (1) six (6) month option award for the period of 01 Mar 2020 through 30 Sep 2020. Emrick Machine Tool Rebuilding Inc. currently performs requirements for Industrial Equipment Maintenance Services under contract FA4610-15-P-0018. �30 CONS is working to award a new Industrial Equipment Maintenance Services requirement and a competitive acquisition is currently underway. �A solicitation for the new requirement will be available on the beta.SAM.gov Contract Opportunities website on or around 31 Mar 2020. �It is anticipated an award will be made during the month of October 2020 timeframe or sooner. Equipment maintenance does not include repair or replacement of major equipment components (e.g. compressor, engine, motor, etc). �If repair or replacement of a major component is required, the Contractor shall notify the Contracting Officer and submit a cost proposal for the repair/replacement. �These types of repairs will be handled on a case-by-case, reimbursable basis (there are no guarantees the Contractor will be awarded any additional repair projects).� Technician(s) performing work shall be appropriately certified/licensed to perform work on the equipment. Technician(s) shall also possess at least three (3) years of recent, specialized experience servicing industrial machinery. The loss of Industrial Equipment Maintenance Services poses an immediate risk due to its impact on launch support operations. �Failure to provide this support would seriously affect 583rd MMXS operations and the unit�s ability to support Missile�Suspension System (MSS) and launcher closure door refurbishments for all active missile silos across the Air Force. �The time it would take for a new contractor to get on board to perform these same services would result in substantial duplication of costs to the Government that are not expected to be recovered through competition. �Additionally, it would create unacceptable delays in fulfilling the agency's requirements because of the potential break in service thereby negatively affecting depot level support for the Minuteman Weapon System here at Vandenberg AFB as well as other installations across the Air Force. Emrick Machine Tool Rebuilding Inc. currently holds all required certifications and clearances required to perform required services; is familiar with established processes and procedures; and is otherwise eligible for contract award under all applicable laws and regulations. �Therefore, 30 CONS intends to execute this action as a sole-source award to Emrick Machine Tool Rebuilding Inc which is the only company capable of adequately providing Industrial Equipment Maintenance Services to Vandenberg AFB in a timely manner, without a break in service, and with minimum impact to mission support operations.
