- PURPOSE OF THIS ANNOUNCEMENT: This is a Notice of Intent to award a sole source contract.� This is not a solicitation.� Submission of any information in response to this notice is purely voluntary. The Government assumes no financial responsibility for any costs incurred. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency, no later than the closing date and time of this notice. BACKGROUND/DESCRIPTION:� USACE, Charleston District intends to make a sole source firm-fixed price award to ADC Engineering for Title II (Construction Phase) Services for the IMC Pavement Repairs Area G and Repair Corrosion Control B515 at Joint Base Charleston (JBC). This sole source contract will be issued under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. ADC Engineering provided the design, full plans and specifications for both projects at JBC under a separate contract and is the Designer of Record (DOR).� The DOR has an in-depth understanding behind the concept of their design and has been an integral part of the process.� In order to ensure success of the construction contract, the DOR needs to be able to respond to questions about the design, possible differing site conditions and user requested changes.� In order to advertise the construction contract, the construction specifications must meet Corps requirements and design changes to the plans and specifications must be incorporated. A bidability, constructability, operability, environmental and sustainability (BCOES) review is required with revisions incorporated into the specifications. �The Government will require assistance responding to construction bidder inquiries during the construction bid advertisement period, and with the development of subsequent amendments to record direction to the prospective bidders. Additionally, a Submittal Register will be developed to aid the bidders in the development of the cost of the submittal review effort and will be utilized during the construction process to administer submittal reviews. �Upon award of the construction contract, the DOR will be responsible for Engineering during Construction (EDC) services. The EDC services include providing support to the Government to respond to Requests for Information (RFIs), Submittal reviews, participation in regular progress meetings and on-site visits to inspect work constructed. Trip reports and regular monthly reporting will be required to record construction progress, activities, and issue resolution. SUBMISSION:� If you intend to submit a capability statement you must specifically address how your firm will be able to successfully perform the required services.� Responses must be submitted in writing, by e-mail to the contract specialist, Brett Allen, at brett.p.allen@usace.army.mil no later than 12:00PM ET on�31 January 2020.
