PRESOLICIATION SYNOPSIS, NOTICE OF INTENT TO AWARD SOLE SOURCE: This is a presolicitation synopsis notice of intent to award a sole source contract.� Pursuant to Federal Acquisition Regulations (FAR) 13.106-1(b)(1)(i), Contracting Officers may solicit from one source if it's determined only one source is reasonably available to satisfy agency requirements, as supplemented with additional information in this notice.� The USDA, Agricultural Research Service (ARS), intends to award on a sole source basis a Firm Fixed Price purchase order (PO) to STERIS CORPORATION, 5960 HEISLEY RD, MENTOR, OH, 44060-1834.� To maintain continuity of current services, this Order will be for STERIS Comprehensive Coverage - SelectChoice Agreements #: 83012102/20 (a renewal of AG-32SD-P-16-0144) for required Preventative Maintenance services for USDA owned STERIS 16X16X26 CENT PREVAC/SEIS, Serial #: 011239903, in support of ongoing research at USDA ARS, Salinity Lab, Riverside, CA.�� The Firm Fixed Price PO will includes a Base Year (12 MTHs) - STERIS Comprehensive Service - SelectChoice Agreement #830121012/20 for USDA owned STERIS autoclave/sterilizer as previously provided under AG-32SD-16-P-0144: Instrument # - 16X16X26 CENT PREVAC/SEIS, SERIAL#: 011239903; and there will be three (3) separate 12 MTHs Option Years for continuity of this SelectChoice Agreement. Start Date 03/01/2020; Four (4) PM Annual Inspections�(Previous partial agreement #83012102/19 will be ended 02/29/2020)� USDA ARS, Salinity Lab & the Agricultural Water Research Unit currently uses STERIS sterilizer for the sterilization of media for their microbiological testing. This sterilizer requires a comprehensive preventative maintenance agreement to 1) maintain continuity in the preparation of the lab� media & sterile supplies/equipment that are mission-critical; 2) sterilize contaminated materials once the research has been completed; 3) ensure that all data results and requirements are constant & validated during their ongoing research; and, 4) to cover any unscheduled repairs.� The current agreement will be expiring soon; and future comprehensive PM support services will be required.� Market Research has been conducted and it has been determined that STERIS is the sole source that can meet the Government's requirements for their autoclaves/sterilizers equipment that they manufacture including products under the brand names of AMSCO�, Finn Aqua�, and HAMO.� All replacement parts manufactured or marketed by STERIS Corporation are compliant with original equipment manufacturer specifications. These parts are sold and shipped directly to the end user of the products. Distributors are not utilized. THIS NOTICE IS NOT A REQUEST FOR COMPETTIVE QUOTES; AND NO SOLICITATION IS AVAILABLE.� Interested parties who believe they possess the capability to satisfy this requirement should submit documentation that clearly demonstrates their capability. The Government will consider all responses received by 10:30AM PST, JANUARY 21, 2020.� A determination, by the Government, not to compete this proposed order/contract based on responses to this notice is solely within the discretion of the Government Information received will be considered solely for determining whether to conduct a competitive procurement.
