RESPONSES TO THIS NOTICE ARE DUE BY 2:00:00 PM Central, WHICH SUPERSEDES THE 11:59pm EASTERN RESPONSE TIME SHOWN IN THE GENERAL INFORMATION SECTION ABOVE. As a reminder, the response time identified in the Solicitation Instruction to offerors is the final authority of when responses are due. _____________________________________________________________________ The purpose of this notice is to inform all parties that in accordance with 10 U.S.C. 2304 (c)(1) and FAR 6.302-1(a)(2)(iii), only one responsible source and no other suppliers or services will satisfy agency requirements, the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) intends to award a Sole Source contract to Deloitte Consulting LLP (Deloitte), located in Arlington Virginia. The Department of the Navy (DoN) has a continued requirement for Navy Marine Corps Internet (NMCI) Enterprise Services Tool (NEST) design and engineering updates with planned releases. NEN requires the necessary engineering support to ensure that orders for IT services are in place for the Next Generation Enterprise Network (NGEN) during the integration of ONE-Net into NMCI and transition from the NGEN to Next Generation Enterprise Network Recompete (NGEN-R) contracts. This functionality includes, but is not limited, to integration with DON's Electronic Procurement System (ePS), Enterprise Resource Planning (eRP) and compliance with OSD Procurement Integrated Enterprise Environment mandates and standards. Currently, no other source can provide these specialized IT services without substantial duplication of costs and unacceptable delays to the program schedule for obtaining the full NEST capability, fulfillment of the Navy's transition requirements before the end of the NGEN contract, and full transition to the NGEN-R contracts. There is not sufficient time between now and the delivery of the technical data package for another vendor to come up to speed as to how the software was developed and continue to make the required modifications for the future release. No other source would be able to gain the knowledge and ability to accomplish these tasks in the time frame required. Solicitation N00039-20-R-0015 is anticipated to be issued and subsequently awarded in Fiscal Year 2020. The prospective award is planned to be a Cost Plus Fixed Fee (CPFF) type contract with a one-year base period plus two 12-month option period, and one 6- month option periods. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the provision of any information nor will it compensate any respondents for the development of such information.
