Point of Contract:� Vincent Lynch, Contracting Officer, ph (202) 366-9568 Title: �Small Business Behavioral Safety Research Support IDIQ Contract Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB) concerns that may be interested in, and capable of, performing the work described herein to perform professional and technical services to conduct behavioral safety research projects including the following activities: research design, data collection, subject recruitment, conducting focus groups, program development, program implementation, literature reviews, data analyses, performance analyses, technological design, human-environment interface, statistical analysis, interpretation of data and results, and report preparation. NHTSA welcomes all qualified Small Business concerns, with the appropriate NAICS Code and past experience, to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the project as listed below. �NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.� Acknowledgement of receipt of responses will not be made, and no formal evaluation of the information received will be conducted by NHTSA. �That said, NHTSA may issue a Request for Proposals (RFP) at a later date. �Should such a requirement fail to materialize, however, no basis for claims against NHTSA shall arise as a result of a response to this notice. � Background: NHTSA�s mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel. NHTSA�s Office of Behavioral Safety Research directly supports the Agency�s efforts to reduce traffic fatalities and injuries by providing the scientific basis for the development of effective behavioral countermeasures to reduce the occurrence and severity of traffic crashes. Behavioral Safety Research studies unsafe driving behaviors that contribute significantly to death and injury from crashes on our highways. The research results support the development and refinement of countermeasures to deter unsafe behaviors and promote safe alternatives. Behavioral Safety Research also evaluates the relative effectiveness of programs to reduce fatalities and injuries on our highways, which is critical to achieving further progress toward meeting national goals and performance targets. Research, analysis, and evaluation program results address existing and emerging highway safety problems and are disseminated to the States to use to identify effective traffic safety countermeasures for implementation through the highway safety formula grant program (Section 402). Examples of studies can be found in the Behavioral Safety Research collection at the National Transportation Library (https://rosap.ntl.bts.gov/).� Research topics include drug-impaired driving, alcohol-impaired driving, seat belt usage and child passenger safety (occupant protection), pedestrian and bicyclist safety, motorcyclist safety, distracted driving, drowsy driving, older drivers, young and novice drivers, safe speeds and speed management, Emergency Medical Services, Automated Driving Systems human factors research, and Advanced Driver Assistance Systems driver adaptation research. Objective: The objective is to establish a multiple award IDIQ contract with qualified small businesses to conduct behavioral traffic safety research.� Under the proposed IDIQ contract Task Orders may be issued to address NHTSA�s requirement for the following types of activities: research design, data collection, subject recruitment, conducting focus groups, program development, program implementation, literature reviews, data analyses, performance analyses, technological design, human-environment interface, statistical analysis, interpretation of data and results, and report preparation.� Any of these activities may involve data collection at a local, state, or federal level. � Format of Corporate Capabilities Statement: � Any interested qualified Small Business firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. �All respondents are asked to certify that the type and size of their business organization is in-line with the requirements of this Sources Sought Notice.� All requested information must be received no later than 10 calendar days from the date of publication of this notice.
