Description
Mission Support and Test Services, LLC (MSTS), hereafter identified as CONTRACTOR, a Management & Operating Prime Contractor to the US Department of Energy, located in North Las Vegas, Nevada, is in the process of renewing their Subcontract for janitorial services that expires on August 31, 2020.� The period of performance is for five (5) years; effecitve September 1, 2020, through August 31, 2025. The SUBCONTRACTOR and its personnel must be US Citizen(s) and must have experience in Government contracts and be able to obtain a facility clearance and access authorizations (security clearances) for SUBCONTRACTOR personnel working with the secure areas.� The Foreign Ownership, Control or Influence (FOCI) applies. The right of first refusal is applicable to this requirement, wherein the SUBCONTRACTOR is required to first offer jobs to those employed under the previous contract, who would otherwise lose their jobs as a result of the change in contractors. The successor SUBCONTRACTOR cannot post job openings for this new Subcontract until the right of first refusal has been provided to all eligible employees under the predecessor Subcontract. This right does not apply to managerial and supervisory employees. The SUBCONTRACTOR shall furnish all management, supervision, labor, escorts, transportation, supplies, and equipment necessary to clean the building interiors and exteriors, such as: Janitorial services will be performed in two (2) major complexes for approximately 1,300 employees covering a total of 534,133 square feet, as follows: RSL at Nellis Air Force Base:� Approximately 300 employees and 160,289 sq. ft.; and North Las Vegas:� Approximately 1,000 employees and 373,844 sq. ft. A representative of the SUBCONTRACTOR must be available onsite during core hours of operation, 6:30 a.m. to 3:30 p.m. (PST), Monday through Friday. The SUBCONTRACTOR�s staff will work variable hours in staggered shifts to cover CONTRACTOR�s core hours of operation and to accommodate special maintenance requirements and shampooing of carpets during non-core hours. The formal Solicitation process is planned to commence early March 2020.� A mandatory pre-proposal meeting will be scheduled at that time, to include a facilities walk-thru at both complexes.� Attendees must be US Citizens and must have a picture ID to be badged.� Interested parties shall complete the required company information in the attachment, to be emailed directly to Carolyn Eichler, eichlecl@nv.doe.gov. ��
