Description
NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, Reginal Procurement Office (RPOE) VISN 5, located at 510 Butler Ave. Martinsburg, WV 25405 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 8 Required Sources of Supplies and Services, specifically FAR Subpart 8.405 Ordering Procedures for Federal Supply Schedules. The intended Contractor is BD located at 3750 Torrey View Court, San Diego, CA 92130. The Louis A. Johnson VA Medical Center at Clarksburg, West Virginia requires a Blanket Purchase Agreement (BPA) to provide an efficient procurement vehicle for upgrading existing BD, Pyxis medication management systems. VA Capitol Health Care Network (VISN 05), is requesting a (BPA) for Point of Use (POU) medical product dispensing systems to upgrade current supply systems. The systems are to be installed and used to support single server integration to Veterans Affairs (VA) inventory management system and shall be able to integrate with existing point-of-use (POU) systems. These systems include software, where BD Pyxis systems are in use in the Clarksburg VA Medical Center and surrounding, Community Based Outreach Clinics (CBOC) . This BPA shall be a base year contract with four possible options to extend. This would be to include future CBOC s that have yet to be established. See attachment 1 for current stations using BD Pyxis for their medication distribution needs. This list may not contain all locations but shall act as an estimate. BD Pyxis is the only source of supplies for equipment, services and maintenance. This procurement is being conducted using procedures pursuant to FAR Part 8 Required Sources of Supplies and Services, specifically FAR Subpart 8.405-6(a)(1)(i)(B) allowing the Contracting Officer (CO) to solicit from only one source. The North American Industry Classification System (NAICS) for this requirement is, 339112 Surgical and Medical Instrument Manufacturing. The Product and Service Code for this requirement is 6515 Medical and Surgical Instruments, Equipment and Supplies. The Small Business Administration (SBA) size standard for this sector is 1,000 employees. As permitted by FAR Part 10, this is a market research tool being utilized for informational and planning purposes. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. A determination by the Government not to compete this proposed procurement based on the responses to this notice is solely within the discretion of the Government. Information Received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
