Description
This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified design firms, regardless of size. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers (USACE), Mobile District, anticipates a future procurement to acquire Architect-Engineer (AE) Services to perform the design of the Advanced Analysis Facility, Redstone Arsenal, Huntsville, Alabama. Phase 1 requires the full design of a two-story lab building, approximately 102,000 square-feet, a single-story logistics building approximately 8,100 square-feet, a single-story shop building, approximately 4,000 square-feet, and a central energy plant building addition, approximately 12,000 square-feet for the FY2024 construction program. Phase 1 has an estimated construction cost of approximately $123 Million. Phase 2 requires the full design of a three-story High Performance Computing Systems Laboratory and Data Center building, approximately 154,000 square-feet, and a new electrical substation for the FY2025 construction program. Phase 2 has an estimated construction cost of approximately $113 Million. These new buildings will consolidate existing lab facilities, improve existing buildings, include power for the complex, and provide parking, access drives, utility service, physical security, and anti-terrorism/force protection measures. Required AE Services for Mobile District supporting the design of the Advanced Analysis Facility, Redstone Arsenal, Huntsville, Alabama include but are not limited to: full design documents, drawings, specifications, commissioning efforts, cost estimates, topographical and geotechnical surveys, LEED and Energy studies and applications, application of ATFP requirements, and other general AE services for multi-disciplined new construction projects for military and other government agencies. The firm will be required to meet applicable security design requirements including, but not limited to, ICD-705 and DoDM 5105.21. The firm may be required to provide construction security plans, construction phase services, preparation of operation and maintenance manuals, shop drawing review, and commissioning/start-up/fit-up design support. The selected firm must have, either in-house or through consultants, the following disciplines, with professional registration required where applicable: (1) Project Manager, (2) Architect, (3) Civil Engineer, (4) Electrical Engineer, (5) Mechanical Engineer, (6) Structural Engineer, (7) Fire Protection Engineer, (8) Interior Designer, (9) IT Systems/Network/Communications Engineer, (10) Geotechnical Engineer, (11) Environmental Engineer, (12) Landscape Architect, and (13) Cost Estimators. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 with a Small Business Size Standard of $16,500,000 average annual receipts over three years. Responses are requested with the following information: 1. Offerors' name, address, points of contact with telephone numbers and email addresses. 2. Business size/classification to include any designations such as Unrestricted, Small Business, HUBZone, Service Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission. 3. Description of firm's capability to provide the AE services in support of the design of the Advanced Analysis Facility, Redstone Arsenal, Huntsville, Alabama, specifically full designs of multiple buildings in a campus setting, preferably on military installations, to include services personnel; manage the disciplines; and capacity to execute task orders in excess of $5M. 4. Past performance/experience on IDIQ contracts of similar scope, specifically full designs of multiple buildings in a campus setting, preferably on military installations, describing no more than five (5) projects that are at least 80% complete within the past ten years of the issue date of this Notice. The past performance information should include project title, location, general description of the AE Services to demonstrate relevance to support the design of the Advanced Analysis Facility, Redstone Arsenal, Huntsville, Alabama, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor�s name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred.� NO RESPONSES WILL BE ACCEPTED BY FAX OR MAIL. ALL RESPONSES MUST BE EMAILED to: Charnita G. Guy, charnita.e.grandison@usace.army.mil. Submittals are due no later than 04 February 2020. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information.
