- This Notice of Intent is provided to advise that the Government intends to award a Firm-Fixed-Priced Purchase Order on a single source basis in accordance with FAR 13 to KU Innovation & Collaboration. The procurement is for a Portable Automobile Driving System Simulator (Research Prototype) in support of research effort into the Impact of Left Hemisphere Stroke on Cognitive Functioning and Implications for Driving being conducted at the VA Northern California Health Care System. The requested Portable Driving Simulator is a research-based tool that packages a basic, fully interactive, driving simulator into a freely mobile modular product. The Simulator comes pre-programmed with stroke-specific driving scenarios and specialized software that is critical for the execution of our VA research study. This contract action is for supplies and/or services for which the Government intends to award on a single source basis under the authority of FAR 13.106(b)(1)(i) and 41 USC �1901, only one will meet the Government s needs. Only one source is capable of responding due to the unique or specialized nature of the supplies and/or services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of sole source contract described in this notice, and such determination shall be made at the sole discretion of the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. If no responses are received, the government will proceed with the Sole Source acquisition. The Government will not pay for information submitted any quotation/response should be emailed to John Dianala at john.dianala@va.gov by 04:00 P.M. PST, Wednesday, January 29, 2020.
