- This notice is issued to inform all potential candidates to provide proposals at this time for the Expand Outpatient Clinics for PACT The Veterans Integrated Service Network #04 (VISN 04) Contracting Office / Altoona Veteran Administration Medical Center issues the attached Request for Proposal (RFP) and intends to award a single, firm fixed-price contract for Construction Services related to the construction of the Expand Outpatient Clinics for Patient Aligned Care Team (PACT) project located at the Altoona VA Medical Center, 2907 Pleasant Valley Blvd., Altoona, PA 16602. All construction must be in compliance with applicable codes, VA policy/standards, and the terms of this solicitation and resultant contract. The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for construction of the Expand Outpatient Clinics for PACT project as indicated in drawings and specifications. Proposals are due 2:00 pm Eastern Standard Time (EST) on March 06, 2020 in accordance with the attached solicitation. A Site Visit is planned for Monday, February 03, 2020 at 1:00 pm EST . Meeting will be held at the Altoona VA in Building 2 -- Room 121. All visitors must stop at Security in Building 1 to obtain a visitors badge. SOLICITATION NOTICE OF TIERED EVALUATIONS: This procurement is set-aside based on an order of priority as established in 38 U.N.C 8127. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited The Magnitude of Construction cost is between $5,000,000.00 to $10,000,000.00. There are ten (10) Sole Source items as part of this solicitation and any resultant award. Sole Source Justifications are attached to this solicitation.
