Subject: RECEIVER, RADIO FIRING DEVICE: NON-ELECTRIC BLASTING CAP ACTUATING, M17A1 & TRAINER, RECEIVER, RADIO FIRING DEVICE: NON-EXPLOSIVE, M85A1 The U.S. Army Contracting Command-New Jersey (ACC-NJ), on behalf of Project Manager for Close Combat Systems (PM CCS), the Single Manager for Conventional Ammunition (SMCA) program manager for these items, intends to issue a solicitation for the production of the following: Nomenclature: Receiver, Radio Firing Device: Non-Electric Blasting Cap Actuating, M17A1 NSN: 1375-01-600-4645 Nomenclature: Trainer, Receiver, Radio Firing Device: Non-Explosive, M85A1� NSN: 6920-01-656-2648 Description of the Program: The RAMS provides the user with the capability to conduct untethered command control demolition missions. The M17A1 receiver is a Class V (explosive output) item of supply capable of detonating a blasting cap/explosive lead which in turn can initiate a wide variety of demolition charges (like C4) and munition systems. The M85A1 trainer is a functional INERT training device, designed to replicate the functions of the M17A1 Receiver that does not contain any explosive material. The M17A1 receiver weighs approximately 0.72 pounds (0.33 kg). Six receivers are packed in PA108 metal container and over packed with a wire bound wooden box. Similarly, the M85A1 weighs approximately 0.7 pounds (0.32 kg) and a quantity of two each receivers are packed in a PA108 container. Both the M17A1 and the M85A1 receivers are compatible with the Radio Frequency (RF) Remote Active Munition Systems (RAMS) MK26 transmitter which is part of the Radio Frequency Remote Activation Munition System family.� The aforementioned items will be procured using the following quantity ranges: - Receiver, Radio Firing Device: Non-Electric Blasting Cap Actuating, M17A1: 150-354; 360-900; 906-2022; 2028-5004 - Trainer, Receiver, Radio Firing Device: Non-Explosive, M85A1: 50-150; 152-300 The manufacture, inspection, testing and delivery of the above items shall be in accordance with the Technical Data Package (TDP), which is proprietary to the United States Government. The Government intends to fulfill this requirement through the issuance of a solicitation under a Full and Open Competition to award a single five (5) year Indefinite Delivery � Indefinite Quantity (ID/IQ) Firm Fixed Price (FFP) type contract. The Contractor shall be responsible for providing all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, produce, and deliver the types and quantities of deliverables specified by the contract.� The RAMS M17A1 and M85A1 shall be manufactured and tested in accordance with their respective TDPs, Production Specification, and other associated drawings and associated lists.� The North American Industry Classification (NAICS) Code for this procurement is 334220, �Radio and Television Broadcasting and Wireless Communications Equipment. The period of performance for this requirement will be five (5) twelve (12) month ordering periods. THIS NOTICE DOES NOT CONSTITUE A REQUEST FOR PROPOSAL (RFP)/solicitation.� Responses to this announcement are not proposals and cannot be accepted by the Government to form a binding contract.� This is not a guarantee of a future RFP/solicitation or an award.� This notice should not be construed as a commitment of any kind by the U.S. Government.� It is anticipated that a solicitation will be issued on or about fifteen (15) calendar days from the date of this announcement.
