- Subject:� Facility Management Technical Support Services at the Walter Reed Army Institute of Research (WRAIR): � THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. � 1.0 DISCLAIMER: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. At this time, questions concerning the composition and requirements for a future RFP will not be entertained. � 2.0 SUBJECT:� The Facilities Management Department of the Walter Reed Army Institute of Research (WRAIR) �The Facilities Management Department (FMD), Walter Reed Army Institute of Research (WRAIR) is responsible for operations and maintenance of Medical Research facilities occupied by WRAIR and the Navy Medical Research Center (NMRC) located at Forest Glen Annex (FGA), Silver Spring, Maryland to include oversight and management of Army Medical Research facility construction and renovation projects. The below services requirement supports the initiatives and mission of FMD, to maintain continuity of facility operations and allow for continued facilities service support for the WRAIR/NMRC client-base. 3.0 BACKGROUND: The FMD requires Facilities Management Technical Support Services to accomplish a range of activities in support of current work priorities that cannot be completed by available FMD program staff resources. Facilities Management Technical Support Services to be provided on-site include Project Management (PM) / Quality Assurance (QA) support services for WRAIR FMD supporting WRAIR/NMRC.� WRAIR FMD has a requirement to acquire non-personal services in support of WRAIR's facilities management program to support the initiatives and mission of FMD, to maintain facility operations and facilities service support for the WRAIR/NMRC client-base. 4.0 RESPONSE INSTRUCTIONS:� �Respondents should address the following in their capabilities statement:�� Organization Information: Organization�s full legal name DUNS Number Socio-economic status (SDVOSB) Address Point of contact name, phone number, and email Capability Statement addressing the Scope and Objectives of the Requirement: The contractor must be capable of providing non-personal Program Management (PGM), Project Management (PM), Quality Assurance (QA) and Operational Support technical services to the FMD, Division of Logistics, WRAIR FGA, Silver Spring, MD.� Contractor personnel shall work independently and in association with various Government staff on assigned projects that are within the Scope of Work and shall provide the technical assistance necessary to accomplish the assigned tasks in the performance of this contract at the WRAIR/NMRC FGA. The WRAIR/NMRC facility includes, but is not limited to, six (6) buildings, their surroundings, and connections to municipal support, i.e. water, sewer, power, etc. Tasks include: Participate in the development of the WRAIR/NRMC project priority list; Gather input from departments on common area requirements; Conduct field surveys to investigate existing layouts and conditions; Provide on-site engineering support and oversight during construction contractor scheduled utility outages; Review/scope miscellaneous Facility Engineering Work Requests (FEWR); Participate in pre-construction, staff, in-progress-review, and other project meetings; Evaluate schedules, work performance quality, safety oversight, and coordination effectiveness to identify deficiencies; Perform documentation reviews for all repair and construction work in progress or in planning stages at above-referenced facilities Coordinate actions daily with the on-site point of contacts (POC),� the Directorate of Public Works and US Army Medical Research and Development Command (USAMRDC) personnel; Monitor noise and vibrations to prevent disruption of research and take measures to minimize the level of noise and vibration and the impact it has on individuals and equipment; Provide timely coordination with research staff to ensure proper reviews and notification of projects and utility outages; Interfaces with various WRAIR/NRMC users to ensure that Government services are not adversely impacted; Attend all construction meetings pertaining to projects; meet, at a minimum, daily with on-site contractors performing construction and adhere to the requirements of all USACE Quality Assurance Engineering and Regulations, including but not limited to ER-1180-1-6 and all MEDCOM guidance on QA reporting; Ensure conformance with National Fire Protection Association (NFPA) codes, Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), safety standards, and other agency criteria; Participate in final on-site inspections of completed projects, provide input/recommendations as to acceptability/non-acceptability of completed work along with recommendations for corrective action, if necessary; Provide record maintenance within the DMLSS database for WRAIR/NMRC projects that shall include, but not be limited to; all pertinent data fields including project title, project location, project contract information, project superintendent and project QC representative contact information, project dollar value, and scheduled completion date of projects. 5.0 SMALL BUSINESS SET ASIDE: The Government is seeking responses only at this time from Service Disable Veteran Owned Small Businesses (SDVOSB). The Government will use the RFI results in analyzing this socio-economic status for small businesses� capacity to perform this requirement and to make its decision for a SDVOSB Set Aside. 6.0 Instructions for Responding:� Submission:� All information regarding Capabilities Statements that demonstrate past or current experience that is identical, similar, and relevant or any other proprietary information relative to this RFI shall be submitted via email to brenda.i.mena.civ@mail.mil� Please use the following title in the subject line of your responding email:� �Facility Management Technical Support Services for WRAIR � RFI response� Any and all questions related to this RFI shall be directed to Ms. Brenda Mena at brenda.i.mena.civ@mail.mil.� Due Date: RFI response submission is due no later than 10:00 a.m. E.S.T. on 29 January 2020.
