Description
DESCRIPTION: ��The U.S. Army Contracting Command, New Jersey, (ACC-NJ) on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), is seeking possible sources to conduct Lot Acceptance Testing (LAT) of small caliber Non-NATO Standard ammunition that is not type-classified or materiel released. The ammunition may be of foreign origin and calibers may include but not limited to 9x18mm, 5.45x39, 7.62x39, 7.62x54R and/or 12.7x108mm.� LAT shall be conducted in accordance with SAAMI, NATO and/or US Army Multi-Small Caliber Ammunition Test Procedures (M-SCATP).� The test facility shall be capable of collecting pressure, velocity, and accuracy data through a precision test barrel and be able to verify cartridge specifications such as bullet pull force, bullet weight and propellant weight.� Pressure, velocity and accuracy testing will be conducted on a single shot basis with accuracy testing requiring a minimum range distance of 100 yards.� The test facility shall be capable of conducting Function and Casualty (F&C) tests utilizing semi-automatic and/or fully automatic weapons which may be magazine or belt fed.� The test facility shall have proper temperature conditioning equipment to conduct F&C testing at hot and cold temperature extremes.� Sources should be able to utilize weapons currently in inventory, be able to obtain weapons and/or utilize Government Furnished Equipment (GFE).� Sources shall be able to accept, document, store and return Government Furnished Equipment (GFE) to include semi-automatic and fully automatic weapons and ammunition. PLANNED ACQUISITION: �The planned acquisition is for a five (5) year Indefinite Delivery/Indefinite Quantity (IDIQ) contract (FY21-26) with a contract maximum value of $11.5M.��Sources must provide technical details of their capability to fulfil the requirements above; which would be proposed under a future Request for Proposal (RFP). SUBMISSION INFORMATION:� Interested firms who feel they are capable of performing the testing above are invited to indicate their interest by submitting the following: A detailed description of testing facilities and equipment available to conduct LAT.�This should include a list of range distances, test equipment, in-house weapon inventory, range caliber limits, etc.� A description of past experience with GFE as it relates to the above. A description of personnel and past testing experience as it relates to the above. This market survey is for planning purposes only and the requirements may change.�This shall not be construed as a Request for Proposal or as an obligation on the part of the Government.� THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION.� The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.� Participation in this effort is strictly voluntary. The Government intends to utilize the information� received only to develop the acquisition strategy for future requirements. Any of the information stated above is subject to change. The Offeror shall provide all information requested in this notification within 30 days of this publication by electronic mail to timothy.j.cassidy12.civ@mail.mil.� If a formal solicitation is generated at a later date, a solicitation will be published.
