Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division Sources Sought for Commercial Item Purchase(s) The National Institute of Standards and Technology (NIST), Sources and Detectors Group, uses radiation pressure to measure the laser power output from extremely high-power lasers. The key elements of this measurement are a highly-reflective mirror and very low-reflectivity windows. NIST requires these high-performance coatings be applied to NIST supplied fused silica (glass) wafer substrates within the specifications provided in the attached Requirements/Specifications document. The NIST, Acquisition Management Division (AMD), seeks information on vendors that are capable of providing highly specialized Radiation Pressure Mirror Coatings. Requirements: Item 1: High-reflectivity mirror coating for RPPM Mirrors (Quantity 4) Item 2: Anti-reflectivity coating for RPPM Windows (Quantity 4) Item 3: High reflectivity coating for Beam Box Sensing Mirror (Quantity 12) Item 4: High reflectivity coating for Beam Box Turning Mirror (Quantity 4) Item 5: High Reflectivity coating for Orbit Optic Array Mirror (Quantity 16) Item 6 High Reflectivity Coating for Orbit Optic Sensing Mirror (Quantity 4) Item 7: Custom Radiation Pressure IBS Coating This announcement is not a Request for Quotation (RFQ) and does not commit the Government to award a contract now or in the future. No solicitation is available at this time. The purpose of this synopsis is to identify businesses with the requisite capability to meet the highly specialized requirements of the item(s) stated herein. After results of this market research are obtained, analyzed and compared with NIST's minimum requirement(s). NIST may conduct a competitive procurement and subsequently award a contract. If at least two (2) qualified small businesses are identified during this market research stage, then this acquisition may be solicited as a small business set aside. NIST is seeking responses from all responsible sources, including large and small businesses (e.g., SB, SDB, WOSB, HUBZone, SDVOSB and VOSB). This requirement is assigned a NAICS code of 333314. The specific purpose of this Sources Sought Announcement is to determine if there are small businesses, within the parameters identified above, that are capable of providing the product(s) identified. Interested organizations that believe they are capable of meeting the requirement(s) should submit electronic copies of their capability statement. Please limit responses to five (5) pages or less. Responses should include the following information: 1. Name of company that will provide product. 2. Name of company that will manufacture the product. 3. Spec sheets and examples of products that meet the specifications. 4. Typical lead time to deliver the product after receipt of order. 5. Any other relevant information that is not listed above which the Government should consider in developing our minimum requirements and finalizing our market research. Any proprietary information should be clearly marked. The written capability statement should be received by the Contracting Officer as specified herein. The capability statement shall identify the business socio-economic status. Only electronic statements will be accepted (reference: NB686010-20-00496 in the email subject header). Faxes will not be accepted. Send Emails to patricia.rose@nist.gov and direct all questions to this e-mail.
