- NOTICE OF INTENT TO AWARD SINGLE SOURCE Page 2 of 2 The VA Program Contracting Activity Central (PCAC) Saint Louis submits a notice of intent to award a single-source, firm-fixed-price contract to Oregon Convention Center (DBA) METRO for volunteer meals (vouchers), water buy out & ice services during the 40th National Veterans Wheelchair Games to be held in Portland Oregon. The Department of Veterans Affairs (VA), National Veterans Sports Programs and Sports Events along with the Portland VA Medical Center (PVAMC) requires a contractor to provide volunteer meals (vouchers), water buy out & ice services. The Contractor shall provide meal vouchers for volunteers whose scheduled assignment is at least 4 hours. Water and bulk ice will also be needed for sporting events held at the OCC as part of the NVWG medical plan water buyout. The vendor will provide approximately 2,500 meals throughout the week, including move in/out days. The majority of the meals will be served at the Oregon Convention Center (OCC) by ARAMARK SPORTS AND ENTERTAINMENT GROUP, LLC (pacificwild catering) which is the exclusive vendor for OCC. The OCC is requiring the contract be with the OCC / METRO. Period of Performance: July 1, 2020 thru July 9, 2020 This single-source contracting action is pursuing a waiver from acquiring these services on a competitive basis pursuant to FAR 13.106-1(b)(1)(i). This hereby constitutes a synopsis of the action proposed in this announcement. This procurement is being conducted under simplified acquisition procedures (IAW FAR 13.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under NAICS 722320 with a Size Standard of $8 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. A determination has been made by the Government not to compete and is solely within the discretion of the Government.
