THIS IS NOT A SOLICITATION.� This is a Request for Information (RFI) for planning purposes only and is issued in accordance with Federal Acquisition Regulation (FAR) 52.215-3 Request for Information or Solicitation for Planning Purposes (OCT 1997) provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Region Acquisition Division (ERAD) is seeking information from industry in order to inform NOAA on capable providers of full service maintenance support for two Hawker Beechcraft King Air 350CER aircraft. The anticipated NAICS code for this requirement is 488190� Other Support Activities for Air Transportation with a size standard of $30,000,000.00.� The Government requests capability statements from interested sources that address the below requirements.� All interested sources shall submit a capability statement that shall be considered by the agency. To be eligible, vendors must be registered with the System for Award Management (SAM): https://www.sam.gov/portal/public/SAM/##11. Interested sources can obtain a DUNS number by calling 1-800-333-0505. Capability statements will be due on February 03, 2020 by 3:00PM ET. Capability statements shall not exceed 15 pages in total. Capability statements will be accepted electronically (using PDF or Microsoft Word) at the following email address: Jonathan.Sayoc@noaa.gov. Submitted capability statement shall include the following: Company name and address DUNS number Size of business according to NAICS 334519 (e.g. Large Business, Small Business, 8a, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, HubZone, Small Disadvantaged Business, or Woman Owned Small Business) as validated by SAM. Company point of contact � Name, Phone Number, and Email Address General Requirements: The contractor shall provide all labor, materials, equipment, special tools and facilities to comply with the manufacturer�s inspection program per Chapter 5 of the Manufacturer�s Maintenance Manual and the Airworthiness Limitation Manual. In addition to scheduled maintenance the contractor shall also repair any aircraft discrepancies when it arrives at the contractor�s facility and on an as-needed basis, the contractor shall provide all scheduled and unscheduled maintenance, engine major and minor inspections, engine overhaul, loaner engines, avionics repairs, major and minor structural repairs and/or modifications, paint and interior, servicing, technical support and inspections both at the contractor�s facility and AOG locations. Engine overhauls shall be complete and ready for install on the aircraft within one hundred (100) days of removal. Loaner engines may be needed for an estimated 200 hours during the inspection, overhaul, and repair period and should be hourly rate and/or daily rate. AOC expects two (2) engine overhauls which are expected to occur between option year 1 and option year 2 (FY22-FY23). Location shall include at least two of the following locations: Gulf of Mexico, Alaska, Northeastern United States, Mid-Atlantic United States, Western United States, and Northern Great Plains. Provide information of facility proximity to major airports as well as NOAA Aircraft Operations Center (AOC) in Lakeland, FL. FAA Required Documentation: 8130-3/Form One/Certificate of Conformance Log book entry containing: o Status of life limited components Status of serialized components Airworthiness Directives completed Service Bulletins incorporated AOC Required Documentation: Teardown Report for Engine and Serialized Components Final acceptance test run record Complete updated Service Bulletin record
