- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation and a separate written solicitation will not be issued.� This solicitation number is NICHD-20-039a and is issued as a Request for Quotation (RFQ).� The solicitation/contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2020-02.� The North American Industry Classification (NAICS) Code is 334510 with a size standard of 1250 employees. ��However, this solicitation is not set aside for small business.� This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.� Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) intend to procure on a sole source basis from FEI Company � 5350 N.E. Dawson Creek Dr � Hillsboro, OR 97124 �(part of ThermoFisher Scientific) to provide a Fixed Priced Base Plus Three Options Periods ThermoFisher Scientific Preferred �Service Contract/Agreement �(Base Year period of performance (POP) March 6, 2020 � March 5, 2021, �1st option period POP March 6, 2021 through March 5, 2022, the 2nd option period POP, March 6, 2022 through March 5, 2023 and the 3rd option period POP March 6, 2023 to March 5, 2024 ) for the following: �FEI / Tecnai 20 D2067 / F1040257 Electron microscope Services to include but not limited to: �The Preferred contract provides 4-hour targeted telephone support, 48-hour targeted onsite labor response, unlimited labor hours (including travel time and expenses), all necessary spare parts (including applicable accessories), replacement FEG tip (for applicable products), one preventive maintenance visit (per year) and software updates.� The Tecnai20 is a highly specialized and technical instrument. The service/maintenance must be performed by an authorized personnel/engineer specially trained to maintain the Tecnai20. The laboratory�s primary line of research is cytoplasmic transport in normal and modified cells and tissues. Study of structural changes is a critical part of this research. Electron microscopy provides this information at very high resolution.� In our lab, the Tecnai transmission electron microscope is used to image biological structures at the resolution not available from light microscopes. The objects imaged include proteins, viruses, cultured cells and animal tissues. The information acquired is critical for identifying biological structural changes at molecular and/or cellular level. The electron microscope is a highly specialized and complex instrument. Due to the high level of automation and computerization, it can only be �maintained and serviced by specially factory-trained personnel with FEI. Any parts needed for service are only available from the manufacturer as well. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.� Only one responsible source and no other supplies or services will satisfy agency requirements.� The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications � Commercial Items with its offer.� The provisions of FAR Clause 52.212-1 Instructions to Offerors � Commercial Items; FAR Clause 52.212-2, Evaluation � Commercial Items factors: technical capability to provide all products and service, price and past performance. Technical capability and past performance, when combined, are significantly more important than cost/price; FAR Clause 52.212-4, Contract Terms and Conditions � Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders � Commercial Items � Deviation for Simplified Acquisitions applies to this acquisition.� The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size.� The clauses are available in full text at http://www.acquisition.gov/far/.� Interested vendors capable of furnishing the government with the products and services specified in this synopsis should submit a copy of their quotation to the below address or via email to robinsti@mail.nih.gov.� All responsible sources who are certified by FEI Company (part of ThermoFisher Scientific) as authorized third-party repair vendors may submit a proposal showing their capabilities and past performance repairing this type of equipment/components. The vendors shall provide certification from original equipment manufacturer, FEI that they are authorized to perform these services and have access to OEM parts, software updates, supplies, etc. �Offers must also be accompanied by descriptive literature, delivery timeframe, warranties and/or other information that demonstrates that the offer meets all the foregoing requirements.� Quotations will be due within fifteen calendar days from the publication date of this synopsis or by February 10, 2020 by 9:00 am, EST. via email or postal mail.
