- Please see attached Request for Information (RFI) THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the website designated as the Government Point of Entry (GPE). It is the responsibility of the potential Offerors to monitor these sites for additional information pertaining to this requirement. Background:� The Business and Enterprise Systems (BES) Directorate (AFLCMC/HI) is pursuing an enterprise-wide transformation from a predominately Project Management-centric organization to now incorporate the necessary Product and Services Management practices and mindset across the entire portfolio (~2,170 personnel). BES has personnel at three geographically separated locations: Gunter Annex, AL; Wright-Patterson Air Force Base (AFB), OH; Randolph AFB, TX.� This imperative is driven by our need to better support our customers by effectively delivering needed Defense Business Systems (DBS) capabilities to our end-users at the speed of relevance.��� Objective:� To provide the BES workforce with necessary knowledge and understanding of Software Product Management and IT Service Management concepts to become competent practitioners. Implementing Product and Service Management across BES is critical to the entire Air Force mission. Therefore, it is expected this approach incorporates a considerable amount of organizational change management throughout the process. We envision achieving this through a holistic and adaptable approach that allows flexibility and tailorability throughout the period of performance by utilizing On-line Tools/Training, On-site Training, Experiential Learning, and Consultative Support. This approach is consciously aggressive with the goal of transitioning our employees into competent practitioners within the next 12 months. As it relates to the attached Statement of Objectives (SOO), please provide responses to the following: A brief explanation of your company�s available on-line tools/training to provide BES workers just-in-time job aids; tailorable implementation guides, relevant on-line Product Management training. A brief explanation of your company�s on-site training offerings including off-the-shelf course-ware with on-site instructors to provide personnel the foundational understanding of the Product Management mindset, philosophy and common practices.� The goal is primarily to level set the target audience to maximize the ROI of the Experiential Learning workshops. A brief explanation on the ability of your company to provide experiential learning through immersive workshops.� These workshops will be primarily small group engagements with 10-20 participants from specific Product Line(s).� These workshops will address real-world issues currently impacting the delivery of value to the Product Line�s customers and end-users. A brief explanation of your company�s available consultative support services. This support should include a mix of advisory, coaching, and one-on-one consulting services; to include, but not limited to, in-person, on-site, email, and video or teleconferences as required. A brief explanation of your company�s ability to meet the overall objectives defined in SOO paragraphs II B and II C (Adaptable and Tailorable). NOTE: If there is an element or portion of an element of the above that you could not provide please simply state �Could not provide� in response. The Government is interested in a succinct summary of vendor capabilities not a full proposal. Vendor responses of �Intent to bid� are also welcome. � Due Date: All RFI responses are due no later than 11:00 AM, CST, 3 Feb 2020. Return all responses to the POCs below.
