- Notice of Intent NAICS Code: 541620 - Environmental consulting services. The US Environmental Protection Agency (EPA) has a requirement for continuation of services under the current contract, EP-D-10-042, as described below. The U.S. Environmental Protection Agency (U.S. EPA) uses contactor support for Regulatory, Analytical, and Evaluation Support Services for Radiation Protection Programs. The mission of the Radiation Protection Division (RPD) of the Office of Radiation and Indoor Air (ORIA) is to establish and manage a national program to ensure that public health and the environment are protected from the risks of unnecessary exposure to ionizing and non-ionizing radiation. ORIA accomplishes its mission by developing and implementing standards and guidance, fostering the use of innovative technologies, and serving as a reliable source of credible information on issues related to radiation protection. Major program areas include (1) Radioactive Waste Disposal and Management (e.g., WIPP, Yucca Mountain, TENORM, Low Activity Waste, clean materials, disposal of waste from weapons of mass destruction); (2) Cleanup (e.g., radioactively contaminated sites, federal guidance, technology assessment, risk modeling); (3) Air Toxics [e.g., NESHAPs (National Emission Standards for Hazardous Air Pollutants)]; and (4) related areas (e.g., modeling, risk assessment, risk harmonization, Toxics Release Inventory, radiation information management). Contractor support is used for the development and implementation of regulations and guidance; the development and support of voluntary partnerships and programs; the evaluation and characterization of radiation sources and their disposition through the environment; the development of guidance and site-specific analyses associated with remediation; the evaluation of innovative technologies, and the provision of reliable public information on issues related to radiation protection. The current contract, EP-D-10-042, period of performance ends on 2-26-2020. �The Government intends to compete, negotiate, and award a follow on contract for five years in duration in accordance with the Federal Acquisitions Regulation (FAR). However, due to delays in the acquisition process, the contract for follow on services will not be awarded prior to the current expiration date of 2-26-2020 of contract EP-D-10-042. Since the services of the contract are critical and cannot lapse, the EPA must extend the period of performance of the current contract for approximately four months to allow time for the new follow on contract to be awarded. �The EPA intends to negotiate this period of performance extension on a sole source basis. During this extension period, in the short-term, using a new contractor to recreate current waste characterization reviews would be duplicative and disruptive to RPD�s mission. Additionally, the current contractor provides technical support to EPA on environmental regulations that were previously proposed and are currently being finalized. At this stage of rulemaking, a new contractor would not have the historical context developed by the current contractor to finalize these regulations in a timely manner.� In the short-term, there are no other contractors that have the capability of providing the level, breath, depth of support, and continuity of services that are required by RPD The intent of this notice alerts the vendor community to the extension of contract EP-D-10-042, and the upcoming opportunity for competition of this opportunity. This notification alerts all vendors to this action and to determine if any other source (s) exist; and, therefore, no solicitation is available. A determination by the Government not to compete this proposed contract extension based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether competition is viable.
