NAICS Code: 54171 � Research and Development in the Physical, Engineering, and Life Sciences The U.S. Army Contracting Command � New Jersey, on behalf of U.S. Army Combat Capabilities Development Command � Armaments Center (CCDC AC), Munitions Engineering Technology Center at Picatinny Arsenal, NJ, is conducting market research to determine the capability of businesses focused on the development, testing, and demonstration of novel manufacturing technologies and processes for celluloid and nitrocellulose. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� BACKGROUND: ����������������������������������������������������������������������������� The applicable NAICS code for this requirement is 54171 with a Small Business Size Standard of 1000. The Product Service Code is AD94 (R&D � Defense Other: Other). Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements of the technical services. These required technical services include the development of technologies and methodologies for the establishment and optimization of both celluloid and nitrocellulose manufacturing capabilities.� Specific areas of interest include the creation of advanced and novel analytical techniques, development of new manufacturing technologies for optimization or replacement of existing unit operations, and the establishment of pilot processes focused on small-scale production and feasibility demonstration.� Respondents should also demonstrate experience and expertise specific to both celluloid and nitrocellulose.� These requirements include an understanding of material properties, recipes and ingredients, and physical and chemical reactions occurring during manufacturing. Firms shall also provide point of contact information, where available, for the efforts cited above.� In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.). All data should be sent at no cost to the US Government by 13 February 2020 to the US Army CCDC AC.
