SUBJECT: Sources Sought and Request for Information�� RE: Vendor-Managed Inventory (VMI) Hardware, Supplies and Tools for Distribution Center Maintenance Shop The Defense Logistics Agency (DLA) Distribution is issuing this Sources Sought (SS) and Request for Information (RFI) announcement for planning purposes only.� DLA Distribution is planning to establish a multi-year contract to utilize Vendor-Managed Inventory providers to supply hardware, supplies and tools to DLA Distribution Susquehanna, PA (DDSP) Center Maintenance Shop. DLA is looking to do a consignment type inventory where DLA does not take ownership of the material until it is pulled from the locations established by the vendor. Attachment 1 � Maintenance Shop Hardware/Supplies List shows a potential list of hardware and supplies that the Maintenance Shop may use and/or stock. The attachment is only for the purposes of providing a response to the SS/RFI. They do not constitute a finalized draft for use in preparing a response to any potential, forthcoming solicitation. The attachment is provided to give an idea of the scope and magnitude of the requirement. The purpose of this SS/RFI is to solicit industry's assistance and best practices. Responses to this notice will be considered in determining the best approach for any potential future acquisition. Instructions to Interested Parties: Interested parties are requested to provide a Capabilities Statement that presents a brief overview of the parties� capability to perform each of the lettered and numbered requirements detailed in Section A, Supplies Availability Capability; Section B, Delivery and Stocking Methods; Section C, Use of Inventory Management Software Solutions; Section D, Storage Solutions; and Section E, Challenges/Restrictions as well as providing the requested information in Section F (Interested Party Information). The Capabilities Statement shall address each of the lettered and numbered requirements in the same order they are listed in this SS/RFI so that the Government can establish that the interested party is capable of meeting all of the requirements. In addition, each area provides for the ability to include/provide the interested parties� commercial/industry best practices Supplies Availability Capability The Government�s requirement includes the ability to provide Vendor-Managed Inventory to supply hardware, supplies and tools to DLA Distribution Susquehanna, PA (DDSP) Center Maintenance Shop. Interested parties� capability statement shall address: Attachment 1 to this SS/RFI provides the schedule of items anticipated for the 5-year period. It is requested that interested parties provide information regarding their ability to provide these items. Demonstrate its ability to do a consignment style inventory where DLA does not take ownership of the material until it is removed from the location and used. Demonstrate its ability to maintain quality control at each of their manufacturing locations used to provide the required items during the performance of this contract.� Demonstrate a clear understanding of the requirements, Delivery and Stocking Methods� Interested parties� capability statement shall address the ability to comply with delivery timeframe currently used for same/similar items as follows: Specifically address whether the next day is a realistic delivery schedule for the various items listed on Attachment 1 - Draft Schedule and Usage Data. Demonstrate the ability to process Government delivery orders and meet contract delivery timeframes for all items included on Attachment 1 Draft Schedule of Supplies.���� � In addition, it is requested that interested parties provide information regarding longer/shorter delivery timeframes based on item availability, material sourcing, and delivery (geographic) expectations. Explain factors that drive realistic delivery timeframes, to include: manufacturing, testing and certification, and quantity ordered Use of Inventory Management Software Solutions In addressing the use of Inventory Management Software Solutions, interested parties shall ��address the Software that they use to Manage the inventory, to include:�� The software name and its capabilities. In addition, weather DLA will be able to have access to the software or some form of hand scanning devices to scan out inventory when it is pulled from the location and to scan in emergency stock replenishments that are needed. If the system uses a bar coding system for easy replenishment. If the Contractor�s device(s) and/or system shall be capable of functioning outside of DLA web access to communicate needs and/or deficiencies. Storage Solutions Interested parties� shall discuss Storage Solutions: Provide details of your storage solutions for smaller items like hardware (screws, bolts, nuts, washers, etc.) Would your storage solutions require the installation of racks, bins, etc. Challenges/Restrictions Interested parties� shall discuss the capability to: � Provide the items to DLA Distribution Susquehanna, PA (DDSP) Center Maintenance Shop. In addition: provide any Challenges or Restrictions you may face in supplying the items to DLA Distribution Susquehanna, PA (DDSP) Interested Party Information�� Interested parties responding to this notice should provide the following: � The primary Point of Contact to discuss the Capabilities Statement, inclusive of the POC�s name, phone number and e-mail address Whether the Party is, or is not, a small business concern, and any other socio designations the company may carry as defined in FAR 52.219-1, or is a foreign entity. Whether the Party is, or is not, registered in the System for Award Management (SAM). (Formally known as the Central Contractor Registration (CCR). Past Performance Information Form Provide 3 past performance contracts within the last 5 years that are the same or similar in scope, magnitude, and complexity of the requirement. Each past performance contract shall be on a separate Past Performance Information Form.� One form per past performance contract. You MUST be the PRIME CONTRACTOR for each of the 3 past performance contracts. You MUST type your company�s name, address, cage code, POC name, and sign and date the Past Performance Information Form. This is a Sources Sought/Request for Information Announcement to be used for preliminary planning purposes. No proposals are being requested or accepted with this announcement. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS REQUEST. This SS/RFI does not commit the Government to contract for the identified supplies and does not commit the Government to set aside this acquisition for a small business concern. If a solicitation is released, it will be synopsized on the Beta.Sam website at beta.sam.gov. It is the responsibility of potential offerors to monitor this site for additional information pertaining to a future procurement. The information provided in this SS/RFI is subject to change and is not binding on the Government. Any information submitted in response to this SS/RFI is voluntary.� The release of this SS/RFI should not be construed as a commitment or as authorization to incur cost for which reimbursement would be required or sought. Respondents are advised that DLA Distribution will not pay for any information or administrative cost incurred in responding to this SS/RFI. In addition, the Government will not entertain any requests to meet individually with a supplier regarding the content of this SS/RFI, and will not respond to any electronic or telephonic inquiries for this purpose. Please provide responses to this SS/RFI by email no later than 11 February 2020. Responses will only be received electronically in Adobe pdf or MS Office formats. Paper media will not be received.
