- Sources Sought Uninterrupted Power Supply (UPS) batteries and repairs for the Minneapolis VA Health Care System NAICS Code: 335312 Sources Sought Number: 36C26320Q0222 Notice Type: Sources Sought This is a Request for Information (RFI) only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of UPS batteries and repairs as indicated below at the Minneapolis VA Healthcare System located at One Veterans Drive, Minneapolis, MN 55417. See attached DRAFT Specification - Statement of Work This is a request for information and sources only, which may or may not lead to a future solicitation. This is not a request for proposal (RFP). The VA will not pay for any information received resulting from this sources sought notice. Information should be forwarded to the Contract Specialist. Any questions should be addressed to the Contract Specialist, in writing, at the email address provided. Because this is a request for information only, answers to questions will not be posted. If your organization has the capability to provide these supplies/services and is interested in this opportunity, please respond to Traci Johannes, Contract Specialist, Network 23 Contracting Office (NCO23), 4801 Veterans Drive St. Cloud, MN 56303 or via e-mail at traci.johannes@va.gov. Socioeconomic status of your company/entity. If applicable - GSA/FSS/ECAT/NASA SEWP contract number that these products or services are available under. Product information/specifications of the systems that you can provide that meet the requirements of the DRAFT Specification-Statement of Work. Proof of Authorized Distributorship for any product that is not manufactured by your company/entity. **Please note that the government will not accept any gray market items. Manufacturer Information of the product that your company/entity can provide to include: Manufacturer Name, Address, and DUNS Number. DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. The deadline for this information is 4:30 PM Central Time on, Monday, February 3, 2020. GREY MARKET ITEMS:� The Vendor shall be an Original Equipment Manufacturer (OEM) authorized dealer, authorized distributor, or authorized reseller for the proposed equipment/system such that the OEM warranty and service are provided and maintained by the OEM. The vendor shall provide new items ONLY; no remanufactured or ""grey market"" items. All items must be covered by the manufacturer's warranty.� The offeror shall provide evidence of its authority to distribute the proposed equipment/system at the time of submission of its quote/offer.� Please note that such evidence is subject to verification by the Contracting Officer at his/her discretion. Statement of Work Uninterrupted Power Supply (UPS) Batteries/Repairs Brand Name or Equal Replace batteries, cooling fans and capacitors on the following Uninterrupted Power Supply (UPS) systems located at the Minneapolis Veterans Affair Health Care System (MVAHCS) Facility located at One Veterans Drive, Minneapolis, Minnesota, 55417: Powerware 9390 80 KVA UPS s/n EU252ZBA02 RM# 2B102 Powerware 9315 80 KVA UPS s/n EU252ZBA05 RM# 2B102 Powerware 9390-80 60 KVA UPS s/n EG133CAC03 RM# BH111 All parts identified to be replaced on the above UPS s will meet Powerware UPS specifications and performance levels. Battery replacement - Replacement batteries must meet/exceed original manufacturers specifications. Technician(s) will perform the following tasks while replacing the batteries on the above mentioned UPS: Adjust UPC DC Float voltage to battery specifications. Remove old batteries from battery tray. Inspect cables and battery tray for corrosion. Verify integrity of equipment. Clean battery post and clamp prior to connecting cables. Apply antioxidant grease to post. Install new batteries and secure battery in battery tray. Torque battery post connecting clamp to the manufacture s specifications. Check the tightness on all inter-unit connectors. Inspect jars and covers for broken welds, damage and leaks. Measure and record float voltage on new batteries. Document all tests results and deficiencies and provide a copy to the Automated Transportation Systems (ATS) Shop. Dispose of batteries in accordance with EPA regulations and local laws. Cooling fans and Capacitors - Replacements must meet/exceed manufacturers specifications. Technician(s) will perform the following tasks on the above mentioned UPS s while replacing fans and capacitors: Remove and replace all cooling fans located in UPS. Remove and replace all Capacitors for UPS. Verify integrity of electrical conductors associated with fans and capacitors. Verify all terminals are tight and making good contact with fans and capacitors connections. Document all tests results and deficiencies and provide a copy to the Automated Transportation Systems (ATS) Shop. Dispose of fans and capacitors in accordance with EPA regulations and local laws. From the date of installation, the Contractor(s) will provide a three (3) year manufacturer s warranty on batteries and 30 days on labor and workmanship. Technicians must be Eaton Certified technician. A copy of their certificate will need to be provided. Contractor(s) technicians will be required to obtain a visitor s badge from VA security department located at the Out Patient entrance. A valid Driver s license or government issued photo ID will be required to receive a visitor s badge. Contractor must be escorted by authorized MVAHCS personnel and sign in and out of the Communication Rooms that are entered for maintenance and/or repairs daily. Contractor(s) can perform maintenance and repairs from 7:30 AM 5:00 PM during normal business days. Preforming service after hours, weekends and holidays will not be permitted. Prior approval for additional services not outlined in the SOW must be obtained from the assigned Contracting Officer before proceeding. Contractors are authorized to utilize parking lots 11, 43A and 43B for vehicles (automobiles and Pickup trucks). Dropping off tools and materials at the loading dock is permitted but no parking is allowed in the loading dock area. Larger vehicles, equipment, job site trailers or storage containers must utilize parking lot 43A only. Contractor s contact information (name and phone number) is required to be displayed on all vehicles, equipment, trailers or containers that are stored overnight at the MVAHCS. Submittals: Proposed replacement parts documents outlining the specifications of the repair parts must be submitted with their proposals. These replacement parts must meet or exceed original manufacturers specifications.
