- The National Institute of Standards and Technology (NIST) Acquisition Management Division, intends to negotiate with FiveNine Optics, out of Boulder, CO, on a sole source basis under the authority of FAR Subpart 13.106-1(b)-soliciting from a single source, to provide a single-award Blanket Purchase Agreement (BPA) for highly specialized Radiation Pressure Mirror Coatings. The unique technical specifications are as follows: Item 1: High-reflectivity mirror coating for RPPM Mirrors (Quantity 4) Substrate material: Fused Silica (Corning 7980) Substrate dimensions: 150 mm diameter x 1 mm thick Side 1: Coating type: High reflectivity (R>99.99%), low absorption coating Wavelength: 1070 nm Angle of Incidence: 45 degrees Side 2: Coating type: Single layer of SiO2 to stress compensate the mirror coating (to assure a flat substrate) Item 2: Anti-reflectivity coating for RPPM Windows (Quantity 4) Substrate material: Fused Silica (Corning 7980) Substrate dimensions: 150 mm diameter x 1 mm thick Side 1: Coating type: Low-absorption anti-reflection coating with R99.99%) at 1070 nm, and moderate reflectivity (R>50%) at 633 nm, coating is low-absorption. Wavelength: 1070 nm, 633 nm Angle of Incidence: 22 degrees Side 2: Coating type: Single layer of SiO2 to stress compensate the mirror coating (to assure a flat substrate) Item #4: High reflectivity coating for Beam Box Turning Mirror (Quantity 4) Substrate material: Fused Silica (Corning 7980) Substrate dimensions: 150 mm diameter x 3 mm thick Side 1: Coating type: High reflectivity, (R>99.99%) at 1070 nm, and moderate reflectivity (R>50%) at 633 nm, coating is low-absorption. Wavelength: 1070 nm, 633 nm Angle of Incidence: 56 degrees Side 2: (NONE) Item #5: High Reflectivity coating for Orbit Optic Array Mirror (Quantity 16) Substrate Material: IR Grade Fused Silica Substrate Dimensions: 76.2 mm diameter x 8 mm thick Substrate Roughness: < 6 angstroms RMS Side 1: High reflectivity @ 1070 nm (unpolarized), T<20 ppm. 0.073980 radians incidence; and Reflective (~0.8) @ 633 nm (unpolarized), 0 deg incidence Side 2: AR (<1e-3) @ 1070 nm (unpolarized), 0.073980 radians incidence Minimum Radius of Curvature: ~500 m Note: On this item you have an option to put the same coating on both sides for the same cost. Item #6 High Reflectivity Coating for Orbit Optic Sensing Mirror (Quantity 4) Substrate Material: IR Grade Fused Silica Substrate Dimensions: 150 mm diameter x 1 mm thick Substrate Roughness: < 6 angstroms RMS Side 1: AND Side 2: High Reflectivity @ 1070 nm, T<20 ppm (unpolarized), 45 deg incidence; and Reflective (~0.8) @ 633 nm (unpolarized), 45 deg incidence Minimum Radius of Curvature: ~50 m. Item #7: Custom Radiation Pressure IBS Coating ��������������� Substrate material: Fused silica ��������������� Coating type: Ion beam sputtering deposition ��������������� Low-absorption High-reflectivity or Anti-reflective coating as described at time of order. The NAICS Code is 333314 � Optical Instruments and Lens Manufacturing, with a Size Standard of 500 employees applies. NIST anticipates negotiating and awarding a firm-fixed-price BPA to FiveNine Optics for this ongoing requirement per the following justification: The National Institute of Standards and Technology (NIST), Sources and Detectors Group, uses radiation pressure to measure the laser power output from extremely high-power lasers. The key elements of this measurement are a highly-reflective mirror and very low-reflectivity windows. NIST requires these high-performance coatings be applied to NIST supplied fused silica (glass) wafer substrates within the specifications mentioned above. These coatings will be used for Standard Reference Instruments (SRI) and similar devices available for purchase from NIST or used in NIST research. Each instrument must have performance specifications which depend critically on the exact mirror performance. These types of devices have been rigorously tested since 2016 to determine their performance. All of this testing has been carried out with the same mirror coatings from FiveNine Optics. These mirror coatings provided by FiveNine Optics have been found to meet the rigorous specifications, and the instrument�s uncertainty statements have been calculated based on the performance of these mirror coatings. Coatings provided by another vendor cannot be trusted to exhibit the same performance. For the sake of continuity of the SRI product, testing history, and safety for NIST and its customers in high power laser measurements, NIST requires that the coatings be provided by the same manufacturer that does all the mirrors for these units. Based on market research, NIST has not identified any other sources that can provide the requirement. If NIST identifies no other capable sources by February 2, 2020, NIST will issue a firm-fixed price BPA to FiveNine Optics with a period of performance to start upon issuance of award. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely to determine whether to conduct a competitive procurement in the future. This notice of intent is not a Request for Quotation (RFQ).
