- Combined Synopsis/Solicitation (Best Value) The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations requires OEM certified repair services for four (4) hydrographic survey launches for the NOAA ship Fairweather in Seattle, WA. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number NMAN7200-20-00581 is issued as a firm fixed price, commercial, request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04. (iv) The NAICS code for this acquisition is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance. The small business size standard is $8M. This requirement is NOT set aside for small business. (v) Line items are as follows: CLIN 1:� Services and supplies required to complete work specified in the Statement of Work. CLIN 2: Technician hourly rates for any unanticipated growth work. (vi) Description of requirements for the items to be acquired:� Hydrographic launches from the NOAA ship Fairweather require OEM-certified services to their Cummins engines and associated equipment. Services must be completed prior to the Fairweather�s departure to begin operations. Required services are listed in the Statement of Work. Additional repairs identified during services will be submitted via a Conditions Found Report for review and possible action.� VENDORS MUST BE LISTED AS AN AUTHORIZED REPAIR FACILITY FOR MARINE ENGINE SERVICE AND REPAIR ON THE CUMMINS WEBSITE. (vii) Delivery location:� Completed Services NLT 2/20/20 NOAA Western Regional Center 7600 Sandpoint Way NE Seattle, WA 98115 (viii) See terms and conditions in attached document. (xiv) Defense Priorities and Allocations Systems (DPAS) and assigned ratings is not applicable.
