Description
UPDATE - 29 JANUARY 2020 SOLICITATION NOW POSTED!!! _________________________________________________________________________ The USDA Forest Service, Andrew Pickens Ranger District intends to initiate a Request for Proposal (RFP) procurement action and award a negotiated, Firm-Fixed Price contract for cleaning and maintenance services in Oconee County, South Carolina.� The Contractor shall provide all necessary supervision, labor, operating supplies, incidentals, transportation and specialized equipment for cleaning and maintenace services at the USDA Forest Service, Andrew Pickens Ranger District.� The contract consist of cleaning the bathrooms in the recreation areas located on the Andrew Pickens Ranger District in Oconee County, South Carolina from March 1, 2020 � October 31, 2020.� The awarded contract will consist of a Base Year plus three (3)� Option Years, if exercised. In addition, there are three optional items that the ranger district is soliciting for.� Optional Line Item 1 is for hauling trash from the recreation areas, Optional Line Item 2 is for cleaning up Cedar Creek Rifle Range.� Optional Line Item 3 is for miscellaneous, related maintenance at recreation areas (i.e. repairing toilet paper dispensers, weed eating around bathrooms & trash cans, painting bathrooms to cover graffiti, maintenace of trash receptacles, etc.).� All activities are to be performed during daylight hours from March, 2020 through October 31, 2020. � The acquisition will be solicited using the procurement process prescribed in Part 12, Commercial Items, of the Federal Acquisition Regulations (FAR), in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 13, Simplified Acquisition Procedures; and Part 15, Contracting by Negotiation.� A Firm-Fixed Price contract will be awarded for a period of 8 months to the offeror whose offer, conforming to the solicitation, falls within the competitive price range.� The Government will award the contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the RFP will be the Best Value to the Government.� The award may be made to a superior offeror which is not the lowest offered price, but which is significantly more technically advantageous than the lowest offer so as to justify the payment of a higher price. A Pre-Proposal Meeting is not yet scheduled. Solicitation documents, plans and specifications will only be available via the beta Sam website.� An electronic copy of solicitation number 12467020R0023� will be posted on this site on or about January 24, 2020.� No hard copies will be issued and no written or fax requests will be accepted.� Proposals are due on or about Friday, February 7, 2020 by 11:00 am EST.� Proposals may be e-mailed to Briana Chalmers at the following e-mail address: briana.c.chalmers@usda.gov Proposals may also be sent by mail to the USDA Forest Service, Francis Marion and Sumter National Forests, 4931 Broad River Road, Columbia, SC 29212.� ATTN: Briana Chalmers.� No bound/spiral proposals; and no fax submission proposals are accepted. �It is the contractor�s responsibility to monitor beta Sam for any amendments.� All contractors must be registered in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM as required by FAR 4.1102.� Service Contract Act Wage Rates will be applicable.� Award will be made as a whole to one offeror.� This procurement is set aside 100% for small business concerns.
