- As of 29 January 2020 the following update is provided:� The Naval Air Warfare Center Aircraft Division (NAWCAD) Procurement Group (AIR 2.5.1.2), Patuxent River, MD is posting this Advance Notice to update industry on solicitation N00421-18-R-0053, formerly�Satellite Communication (SATCOM).� This is�not�a new 'Sources Sought'�notice - it is an update to the previous notice issued to�reflect the following organizational changes:� the Special Communications Mission Solutions (SCMS) Division (AD-4.11.4), located at Webster Field Annex, St. Inigoes, MD has been divided into two divisions. This procurement is a requirement under the newly established Integrated Command and Control and Intelligence (IC2&I) Division. The description of this effort is systems engineering services to perform tasks in support of assigned Global Radio Frequency Intelligence Networks (GRFIN) related technologies and systems. The GRFIN draft solicitation is projected to be released in April 2020. Q&A from Sources Sought N00421-18-R-0053 Question #1:��� While it is not stated outright in the solicitation, it appears that NAVAIR will sponsor for a TS Facility Clearance. Is this accurate? We can provide evidence of our ability to acquire this level of clearance; however, the difficulty that we have had has been with the sponsorship process."" Answer #1:��� Yes, facility clearance will be sponsored. Please provide evidence of your ability to acquire this level of clearance.� Question #2:��� In reference to the requirements as stated within the subject solicitation, would the Government consider a grace period to obtain DCAA audit and approval, provided that the potential awardee can show significant reason that it would have no issues in obtaining this approval? Answer #2: �This requirement's contract type is Cost plus Fixed Price (CPFF). An adequate accounting system subject to DCAA preferences is most relevant to cost reimbursable contracts. Under cost reimbursable contracts the accounting system must be adequate and approved by the government under FAR Subpart 16.3. At the time of the proposal submission, typically the Government requires DCAA approved cost accounting system.
