Description
THIS IS A SOURCES SOUGHT NOTICE ONLY.� THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID.� NO SOLICITATION, SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Northwest is seeking eligible Small Businesses, HUBZone Small Businesses, Small Disadvantaged Businesses, Veteran-Owned Small Businesses, Service-Disabled Veteran-Owned Small Businesses, and Women-Owned Small Businesses capable of performing the construction services as described below: This design-bid-build (DBB) project will improve the fuel tank farm located at the Manchester Fuel Depot, Fleet Logistics Center Puget Sound (FLCPS), Manchester, Washington.� The general scope of this requirement consists of the following:� The project will demolish and replace the F-76 and JP-5 fuel storage tanks and replace existing cut and cover bulk tanks with new aboveground storage tanks (ASTs).� This project includes construction of two above ground multi-product capable fuel storage tanks, secondary containment with remote impoundment, and connect to the F-76 and JP-5 piping system.� Each tank will have a capacity of 125,000 barrels of fuel and will include above ground manifold piping to allow storage of either JP-5 or F-76 fuel types with connection to the existing pump house.� Supporting facilities include site preparation, fire suppression utility upgrades, electrical system upgrades, and the closure, decommissioning and demolition of five cut and cover tanks.� The project will also perform site work necessary for two additional phases to add another four bulk fuel storage tanks. The estimated total contract price range, per DFARS 236.204, is between $25M and $100M.� All capable service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond. Upon review of industry responses to this Sources Sought Notice, the Government will determine whether a set-aside acquisition in lieu of full and open competition is in the Government�s best interest.� Small businesses are subject to FAR clause 52.219-14 Limitations on Subcontracting, which states that �The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees.� It is requested that interested small businesses submit a complete capabilities package, to include the Sources Sought Contractor Information Form, Sources Sought Project Information Form, provided as attachments to this notice.� Please note that if you are responding as an 8(a) Mentor-Prot�g�, you must indicate the percentage of work to be performed by the prot�g�.� There is no bid package or solicitation at this time.� In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Sources Sought Project Information Form shall be used to document a minimum of two (2) up to a maximum of five (5) construction projects that best demonstrate your company�s experience on projects that are similar in size, scope and complexity as stated below: Projects submitted shall be completed within the past ten (10) years from the date of issuance of this Sources Sought. Size: A final construction cost of $60 million dollars or greater. Scope: Installation of new aboveground, field erected, vertical, welded-steel bulk storage fuel tanks with a minimum volume of 30,000� barrels, fuel and petroleum piping systems, tank coatings, and tank acceptance testing, demolition of underground storage tanks, and start-up, and/or commissioning. Complexity: Each project submitted does not require demonstrated experience with all of the following components, but collectively, demonstrate experience with all elements: Construction in waterfront environments using methods to protect storage tank integrity including cathodic protection, interior and exterior coatings, use of neutral pH, low chloride/sulfate fill sand, etc. Construction with Automatic Tank Gauging (ATG) & Automatic Fuel Handling Equipment (AFHE) including controls and instrumentation integration. Construction with site drainage, erosion and sediment control, and stormwater management.� This includes EPA National Pollution Discharge Elimination System (NPDES) permitting and Stormwater Pollution Prevention Plan requirements. Construction projects in active fault zones with challenging site topography and ground improvements using aggregate piers or stone columns to mitigate static settlement due to loose fill soils. Construction with Hydrostatic Testing of the new aboveground storage tanks associated with sourcing of clean water, sequencing, transfer and disposal. Construction activities coincident with continuous fuel operations. Ensure that the project description clearly addresses how the project meets the scope, and complexity requirements as delineated above, and provides the final construction cost. This notice is a market research tool being used to determine the availability and adequacy of potential small business sources prior to determining the method of acquisition and ultimate issuance of a solicitation.� Upon review of industry response to this sources sought notice, the Government will determine whether set-aside procurement in lieu of unrestricted competition is in the Government�s best interest.� Large business submittals are not requested.� The information provided in this notice is subject to change and in no way binds the Government to solicit for or award a contract.� The Government will not provide debriefs on the results of this research. All information submitted will be held in a confidential manner and will only be used for the purpose intended.� Points of contact listed may be contacted for the purpose of verifying performance. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. Since this is a sources sought announcement, no debrief, evaluation letters, and/or results will be issued to the participants.
