W912HV-20-Z-0017 Sources Sought Market Survey FY20 Replace Pacific East District Superintendent Office Yokota Air Base, Japan Introduction: The U.S. Army Corps of Engineers, Japan District (POJ) is performing market research for a Design-Bid-Build (DBB) construction project titled: �FY 20 Replace Pacific East District Superintendent Office at Yokota Air Base, Japan�. This announcement represents a market survey that is intended for preliminary planning purposes only.� The purpose of this notice is to identify sources capable of performing this project and to receive responses from those firms to assist the Government�s acquisition planning.� This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award.� This is NOT a solicitation.� The Government will not pay for any information provided as a result of this market survey.� This market survey is intended for local sources only.� Local sources are those sources physically located and licensed to conduct business in Japan.� Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice).� Information about the project: Project Title: FY20 Replace Pacific East District Superintendent Office Project Location: Yokota Air Base, Japan, Tokyo Prefecture Project NAICS: 236220, Commercial and Institutional Building Construction Project Magnitude: Between �1,000,000,000 and �5,000,000,000 Japanese YEN Project Description: �� Construct a District Superintendent�s Office (DSO) facility which will consist of a two-story 1,923-square-meter administrative building with functional areas containing staff private offices, staff open offices, conference rooms, storage, secure room, large training with a partition to divide into two spaces, logistics storage, production suite, information technology workbench, staff lounge, and other required areas for a fully functional administrative office. New construction work for the two-story building as a permanent building will consist of reinforced concrete foundation and steel moment frame structure with autoclaved lightweight aerated concrete exterior panel. Non-load bearing interior walls will consist of light-gauge steel construction. The project includes related infrastructure such as water, sewer, electric, and telecommunications comprising telephone, local area network, and provisions for interior wireless access, connection to high temperature hot water provided by the central plant on base, fire protection and alarm systems.� Site work includes site preparation such as soil stabilization under shallow footings and site improvements such as signage, fencing, paving, sidewalks, landscaping, canopies, exterior lighting, storm water management, resurfacing and restriping of existing parking areas, trash dumpster enclosure, and external AT/FP. Demolition includes approximately 5,000 SF of existing facilities. Hazardous material mitigation will be required for the buildings to be demolished. Asbestos containing materials and lead based paint are present in the existing facilities. U.S. Federal and Japanese Environmental Laws and Regulations shall be followed. Facilities will be designed to provide cyber security engineering and validation as specified in DoD Unified Facilities Criteria. The Government anticipates the Period of Performance will be 730 calendar days.� Procurement method: The U.S. Army Corps of Engineers, Japan District (POJ) anticipates the release of an Invitation for Bid (IFB) or a Request for Proposal (RFP) for this project.� If an IFB is contemplated, the release date is anticipated around mid-June 2020 with a desired award date by 30 September 2020.� If an RFP is contemplated, the release date is anticipated around July 2020 with an anticipated award date of second quarter of fiscal year 2021.� Any solicitations pursued will be intended for local sources only.� See information in the Introduction section of this announcement regarding local sources.� Draft plans and specifications are being provided for INFORMATIONAL PURPOSES.� Offerors are cautioned that these drawings and specifications are in DRAFT FORMAT. ===================================================================== Submission Requirements for responses to this Market Survey:� Interested firms are requested to reply with the following information: 1. �Name of your company, address, phone number, email, CAGE code and point of contact (POC) name. 2.� Describe your firm�s capability and experience relative to the work described in the Project Description.� Please provide information on comparable projects (for government or commercial customers) completed in the past 6 years.� 3.� Describe your firm�s level of interest relative to all aspects of the work. 4.� Identify your current construction bonding levels: � ����������� a) Per contract ����������� b) Aggregate contract bonding level 5.� Please respond to the questions below related the project description, draft plans, and draft specifications. Does the anticipated Period of Performance seem feasible?� If the Period of Performance is not deemed feasible, please identify any risk factors for your assessment. Will logistical issues, such as a constrained site with limited laydown areas prohibit or discourage you from pursuing this contract?� Based on the scope of work are there any specialty subcontractors or construction equipment that will need to be utilized for the project that present higher risk or general unavailability that might cause your company not to bid on the project? If so, please identify which specialty subcontractors and/or construction equipment presents the risk.� Are there any equipment/systems which may face lead times which may be problematic for a period of performance? 6. As stated in the Project Description the project includes installation requirements for CyberSecurity for Facility Related Control Systems as specified in the specifications: 25 05 11.01 CyberSecurity for Facility Related Control Systems � HVAC 25 05 11.02 CyberSecurity for Facility Related Control Systems � Lighting, Public Address, Intercommunication 25 05 11.03 CyberSecurity for Facility Related Control Systems � Fire Reporting Please respond to the following questions: 1) Are requirements identified within the specifications sections clear enough for preparation of a bid? If the requirements are not clear, provide comments identifying items which require further clarification. 2) Would you utilize any specialty subcontractors on a project with these requirements? 3) Would these Cybersecurity requirements cause you to refrain from bidding on this project? What would be the reason(s) for NOT bidding? (Examples: risk or lack of uncertainty of the requirement; unavailability of subcontractors.) 4) Personnel holding Certified Information Systems Security Professional (CISSP) certifications are currently specified. Are there any alternate certification(s) or license(s) by potential specialty subcontractors who would be performing industrial control system cybersecurity installation and quality control? 5) Identify any Japan consultants or subcontractors within your pool of potential subcontractors who might be able to execute the requirements identified within specifications sections 7.� Describe your firm�s interest to the proposed procurement method and acquisition timelines.� Will the procurement method affect your firm�s interest in participation in this solicitation? 8.� Any comments that will increase your level of interest and participation in this project.
